About this program
The Department of the Interior Bureau of Reclamation funds planning, design, and construction of ocean and brackish water desalination facilities under the WaterSMART Desalination Construction Program (CFDA 15.591), with an application deadline of August 26, 2027.
The program provides up to 25 percent cost-shared financial assistance to eligible applicants in 17 western states—Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, and Wyoming. Eligible applicants include states, state departments, political subdivisions, public agencies, tribes, municipalities, irrigation districts, water districts, and wastewater districts organized under state law; federal entities, foreign entities, individuals, and institutes of higher education are ineligible. Desalination projects diversify water supply portfolios, increase management flexibility during shortage periods, and enhance supply reliability for growing communities.
The NOFO posted May 14, 2026 invites proposals for seawater or brackish surface water and groundwater desalination facilities. Reclamation employs competitive merit-based review to rank proposals against evaluation criteria stated in the Notice of Funding Opportunity, awarding funds to the highest-rated proposals within available annual budgets. Preapplication coordination is required; potential applicants must contact regional program staff to discuss submission of a feasibility study meeting program requirements before formal application. Environmental and cultural resource compliance is mandatory before project commencement and scales with project scope and complexity. Recipients must retain financial records, supporting documents, and statistical records for three years from final expenditure report submission per 2 CFR 200.334.
No recent grant award data is available in the source material. The program operates on annual funding cycles with application deadlines that vary year to year; prospective applicants should contact headquarters or appropriate regional offices for current deadlines and funding amounts.
