About this program

The Department of the Interior Bureau of Reclamation administers CFDA 15.534, which funds construction and non-construction activities primarily benefiting Indians because of their status as Indians, with the most recent grant award dated September 30, 2011—over 15 years ago.

Program activity has stalled. The portfolio shows only three awards spanning 2008 to 2011, with no grant awards disbursed since September 2011. The funding cadence was irregular: one award in 2008, one in 2009, and one in 2011. No recent grant opportunities have been posted.

The program has funded water and natural resource projects on Indian lands. Recent awards included preconstruction work for a fish hatchery facility at Walker Lane ($500 thousand, awarded August 2008), a water project inventory effort ($52.5 thousand, awarded June 2009), and the Miner Flat Project ($7.75 million, awarded September 2011). The assistance-type mix is uniformly Project Grants across all three awards.

The Department of the Interior Bureau of Reclamation is the sole funding agency under this listing, responsible for all three awards totaling a reported obligated amount of negative $7.197 million in federal dollars—an accounting anomaly that likely reflects cost adjustments or budget reductions rather than actual funding outflow. The Miner Flat Project represents the largest single award by magnitude.

The program's statutory authority references both standard appropriations and American Recovery and Reinvestment Act (ARRA) objectives including job creation, economic recovery, and infrastructure investment, though no recent ARRA-funded awards appear in the portfolio.

No current solicitation is evident in the source material. The prolonged absence of awards since 2011 and lack of recently posted opportunities suggest the program is inactive or dormant. Pursuit would require direct outreach to the Bureau of Reclamation to confirm whether this Assistance Listing remains available for new applications.

Objective and description

Objective

Project funds are to be provided on a non-reimbursable basis for construction and/or non-construction activities which are primarily for the benefit of Indians because of their status as Indians. FOR RECOVERY ACT: For ARRA funded projects and in addition to the program objectives above, the section 3 of the ARRA states the following objectives: (1) To preserve and create jobs and promote economic recovery. (2) To assist those most impacted by the recession. (3) To provide investments needed to increase economic efficiency by spurring technological advances in science and health. (4) To invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits.
