About this program
The Department of the Interior's Bureau of Ocean Energy Management (BOEM) funds cooperative agreements with nonprofit organizations and state or political subdivision agencies to advance environmental stewardship, scientific knowledge, and informed resource management of the Outer Continental Shelf, CFDA 15.443, with awards typically issued 90 to 270 days after proposal submission.
BOEM provides financial assistance for environmental and cultural resource studies, technical assistance, education and outreach, and activities that complement BOEM's environmental research objectives and statutory responsibilities. The program supports partnerships designed to improve understanding of environmental and cultural resources associated with the Nation's Outer Continental Shelf and to further public benefit and scientific knowledge in support of BOEM's mission.
The program operates exclusively through cooperative agreements, typically awarded for one to five years with incremental funding subject to appropriation availability. Approximately 15 percent of funding is reserved for the final year of performance. Awards are made on the basis of competitive peer review by panels consisting of BOEM scientists, government researchers, and external reviewers from public and private sectors as appropriate. Evaluation criteria include mission relevance, technical merit, quality and appropriateness of personnel and past performance, project management, logistics and safety planning, permits and interagency coordination, budget and matching funds, and minimization of impacts where appropriate.
Eligible applicants are nonprofit organizations, states, political subdivisions, or subordinate agencies thereof. Multiple institutions may collaborate on a single application. Limited pre-application discussions regarding funding availability and program interest are permitted; applicants should contact the designated state single point of contact to determine whether the state has selected this program for review and to understand the state's application process requirements.
The source does not specify recent grant award activity, award dollar volumes, typical award magnitudes, concentration of funding, or currently open grant opportunities. Funding is subject to availability of appropriations. Records retention requirements extend three years after submission of the final financial report, consistent with 2 CFR 200.334.
