About this program

The Department of the Interior's Office of Natural Resources Revenue (ONRR) distributes GoMESA revenue shares to Gulf Coast states and the Land and Water Conservation Fund under the Gulf of Mexico Energy Security Act (CFDA 15.435), with automatic distributions made as authorized by law rather than through competitive grant solicitation.

This program operates as a formula-based revenue-sharing mechanism tied to offshore oil and gas leasing revenues. ONRR shares 37.5 percent of selected revenue with eligible Gulf producing states—Louisiana, Texas, Alabama, and Mississippi—and their political subdivisions, with payments made annually during the year after receipt. The program does not fund competitive grants; instead, eligible states and political subdivisions receive automatic distributions to support coastal protection, coastal restoration, hurricane protection, and infrastructure directly affected by coastal wetland losses; mitigation of damage to fish, wildlife, or natural resources; implementation of federally-approved marine, coastal, or comprehensive conservation management plans; mitigation of impacts from Outer Continental Shelf activities through onshore infrastructure projects; and associated planning and administrative compliance costs. Recipients may not spend more than three percent of amounts received on planning assistance and administrative compliance costs.

The Land and Water Conservation Fund receives a dedicated statutory portion of GoMESA revenue that does not expire and remains available until fully spent, providing long-term support for parks, public lands, and recreation projects nationwide.

Because GoMESA operates as automatic revenue distribution rather than competitive grant solicitation, there are no application due dates, no competitive opportunities, and no discretionary award selection process. Eligibility is limited to the four named Gulf Coast states and their coastal political subdivisions. The program's funding level is determined by offshore oil and gas revenues generated under applicable Gulf leases, not by annual congressional appropriation or agency discretion. Organizations seeking funding under GoMESA must be located in or represent eligible Gulf Coast jurisdictions and must align proposed uses with the five statutory purposes outlined above.

Objective and description

Objective

ONRR shares 37.5 percent of selected revenue with Gulf producing states and political subdivisions; payable annually during the year after receipt in accordance with 30 CFR Section 519.418.

Description

The Gulf of Mexico Energy Security Act, commonly known as GOMESA, is a federal law that directs a portion of offshore oil and gas revenues to coastal states and conservation programs. Its purpose is simple: to support the communities and environments most closely connected to energy production in the Gulf of America. GOMESA primarily benefits: • Gulf Coast states and their coastal communities, which receive a share of revenue to support infrastructure, coastal restoration, hurricane protection, and other local priorities. • The Land and Water Conservation Fund (LWCF), which receives a dedicated portion of GOMESA revenue that remains available until it is fully used. This ensures long term support for parks, public lands, and recreation projects nationwide. Several features distinguish GOMESA from other federal funding programs: • Direct, formula based revenue sharing: GOMESA ensures that states closest to offshore energy development directly receive a portion of the revenues generated. • Long term availability of certain funds: By statute, LWCF's GOMESA funds do not expire and remain available until spent, offering program stability and planning flexibility. • Support for both local and national conservation goals: While part of the funding strengthens Gulf Coast resilience, another portion enhances outdoor recreation and conservation efforts across the country. • A statutory framework tied specifically to Gulf of America leasing: GOMESA applies only to certain offshore leases, making it a targeted and place based program.
