About this program

The Department of the Interior disburses 27 percent of mineral leasing revenue from federal oil and gas leases issued after September 18, 1978, within 3 nautical miles of coastal state boundaries through the 8(g) State Coastal Zone program (CFDA 15.430), with automatic distribution triggered by qualified lease activity rather than competitive application cycles.

This is a revenue-sharing mechanism rather than a discretionary grant program. Eligible coastal states adjacent to the Outer Continental Shelf receive automatic payments computed under statutory formula whenever oil and gas leases qualify under the 8(g) zone definition. No grant application, proposal submission, or competitive process occurs; disbursement is mandatory once lease revenue conditions are met. The program serves to resolve boundary disputes and ensure fair revenue apportionment between federal and state interests in the shared offshore resource zone.

Recipient states direct 8(g) revenue toward coastal restoration, infrastructure, environmental protection, and community resilience initiatives. Eligible uses include wetland and barrier island restoration, hurricane and storm damage mitigation infrastructure, marine habitat monitoring and water quality protection, port and public facility enhancement, parks and public waterfront development, and land and water conservation efforts. A portion of revenues also flows to the Land and Water Conservation Fund, which supports public lands and recreation investment nationwide.

The program's structure as automatic statutory disbursement rather than discretionary grant issuance means standard grant-opportunity timelines, application deadlines, or award cycles do not apply. Coastal states do not pursue this funding through NOFOs or grant applications; they receive payments as oil and gas lease activity generates qualifying revenue. This positions the program as a passive revenue-share vehicle for eligible coastal jurisdictions rather than an active grant-making program that business development professionals would pursue through competitive solicitation or proposal development.

Objective and description

Objective

ONRR shares 27 percent of mineral leasing revenue derived from any lease issued after September 18, 1978, of any Federal tract which lies wholly or partially within 3 nautical miles of the Seaward boundary of any coastal state. Shared revenue is paid

Description

The purpose of the OCS 8(g) provision is to resolve boundary disputes and ensure fair revenue sharing between the federal government and the coastal states for oil and gas resources extracted from the 8(g) zone. It is unique because: *it lies between state and federal offshore boundaries and *it is a shared revenue zone, where 27% of revenues from oil and gas leases are disbursed to adjacent coastal states.

Eligibility

Applicant eligibility

Revenue from qualified leasing will trigger automatic payment disbursement computed in accordance with the law.

Beneficiary eligibility

Coastal states adjacent to the Outer Continental Shelf (OCS) benefit directly through revenue sharing. This funding supports coastal restoration, infrastructure, environmental protection and other state level initiatives. Local communities benefit indirectly through job creation, economic development, and environmental protection. Energy companies indirectly benefit through clear leasing boundaries, stable regulatory frameworks and access to resource-rich offshore areas.

Coastal Conservation and Restoration - Projects to restore wetlands, barrier islands, and estuaries. - Protection of coastal ecosystems from erosion and degradation. 2. Hurricane and Storm Damage Mitigation - Infrastructure improvements to reduce storm surge impacts. - Flood control and levee reinforcement. - Environmental Protection 3.
