About this program
The Department of the Interior Office of Surface Mining Reclamation and Enforcement (OSMRE) funds cooperative agreements under CFDA 15.254 to partner with 501(c)(3) nonprofits administering AmeriCorps-based youth service programs, with the most recent grant awards made January 2, 2023.
The program funds three distinct youth service models: semester internships (10 or 15 weeks) placing current students and recent graduates in OSMRE headquarters, regional, and field offices nationwide; AmeriCorps fellowships (52 weeks) placing recent college or vocational graduates in full-year positions; and VISTA (Volunteers in Service to America) placements (365 days) positioning service members in communities affected by pre-regulatory mining practices across Appalachia, Mid-Continent, and Western regions. All three tracks emphasize community and environmental reclamation, environmental stewardship, research, data analysis, geographic information systems, and mapping. Interns and fellows receive living allowances (AmeriCorps fellows receive $600 per week), professional development funding, and upon completion, Segal Education Awards or cash stipends. Recipients serve as employers of record, managing payroll, workers compensation, and member supervision.
The program is predominantly Cooperative Agreements (90 percent of 20 awards) with a smaller Project Grant share (10 percent). OSMRE is the sole funding agency across the portfolio. Over the past several years, award frequency has varied, with three awards in 2023 and 2020, but no grants awarded in 2018, 2021, or 2022. The program reaches back to 2001. Combined federal dollars obligated total $4.6 million, with combined total (federal plus non-federal) of $5.4 million across 20 awards.
Recent awards illustrate the scope: Conservation Legacy's Stewards Individual Placements received $933,333 in January 2023 (cooperative agreement S23AC00072) to place 14 AmeriCorps fellows over two years at $600 weekly living allowance plus $2,500 professional development funds per member; the same organization received $300,000 for the VISTA program (S23AC00073) placing 12 one-year VISTA members; and $100,000 (S23AC00061) for semester apprenticeships placing up to eight apprentices at varying week lengths across OSMRE sites.
No current grant opportunities appear in the recent-opportunities block. The most recent posted solicitations date to July 2022 (Semester Internship Program S22AS00326 due September 20, 2022; AmeriCorps Program S22AS00004 due September 19, 2022; VISTA Program S22AS00329 due September 19, 2022), all now closed. Applicants pursuing funding must monitor Grants.gov for future NOFO releases, which have historically appeared in mid-to-late summer or early winter cycles.
