About this program
The Department of the Interior Bureau of Indian Affairs and Indian Education funds home renovations in Tribal communities serving Alaska Natives and American Indians in multigenerational living conditions who have experienced Child Welfare system involvement, under Assistance Listing 15.162 (Tiwahe Housing), with a ten-business-day application window for urgent funding needs.
Eligibility is tightly constrained: applicants must be federally recognized Indian Tribal Governments that are active, compliant pilot sites of the Tiwahe Initiative and must have an approved Tiwahe Initiative Plan that incorporates a specific plan and budget for Tiwahe Housing funds. The program operates as a lump-sum appropriation by Congressional Bill rather than a recurring annual solicitation.
Tiwahe Housing is part of the broader Tiwahe coordinated service delivery model, which increases access to family and social services, creates alternatives to incarceration, and improves links to prevention, intervention, and treatment opportunities alongside case management services. The housing component specifically targets home renovation—physical improvements to living spaces—in tribal communities where multiple generations share housing and families have involvement with the child welfare system.
Recipients must maintain tribal records for the duration of the Tiwahe Initiative, including budget proposals, implementation materials, and legal documents such as tribal resolutions. The ten-business-day application timeline reflects the urgent nature of housing need in eligible communities and signals that opportunities may open with minimal notice when Congressional appropriations are available.
The program's structure as a Congressional appropriation rather than a permanent authorization means funding availability and timing are subject to legislative action and budget cycles. Tribes interested in accessing Tiwahe Housing funds should confirm current pilot-site status and ensure their Tiwahe Initiative Plan includes approved housing components before submitting applications on the abbreviated timeline.

Needs to be met: To (1) leverage and expand assistance to single families and veterans, (2) address the dilapidated and overcrowded housing conditions in the Tribes' service areas, (3) collaborate with other Federal housing programs to increase home ownership, repair and rehabilitation opportunities and develop strategies for increased energy efficiency and sustainability of new housing on Indian lands; and (4) increase the number of families assisted overall. Activities/projects to be conducted: Tiwahe Housing funding should be used in a matter more consistent with the Initiative and portions of their Tiwahe Housing funds may used in combination with other resources identified in each Tribe's Tiwahe plan in the following areas: • Foster care: a system in which a minor has been placed into a ward, group home, or private home of a certified caregiver, referred to as a "foster parent". The placement of the child is normally arranged through the government or a social service agency. • Transitional Housing: Housing with a time limit on how long you can stay in the housing or receive the housing assistance. Housing and Urban Development (HUD) defines transitional housing as stays of up to twenty-four months (but stays can be shorter). • Short-Term or Temporary Housing: Situations in which the housing situation is intended to be very short-term or temporary (thirty, sixty, or ninety days or less). • Emergency Shelter: to provide a place to stay or bed to sleep in overnight if you become homeless or otherwise experience a housing crisis and have no place to go. *Restrictions: No new construction.
