About this program
The Department of the Interior Bureau of Ocean Energy Management (BOEM) funds cooperative agreements under the Experienced Services Program (CFDA 15.079) to partner with qualified nonprofit organizations supplying workers aged 55 and older for project-specific technical and administrative support, with the most recent solicitation posted April 25, 2024 and due June 18, 2024.
BOEM uses the ESP to cost-effectively augment its workforce by contracting with eligible 501(c)(3) nonprofits to place experienced workers on temporary assignments supporting renewable energy, decommissioning, well intervention, and related projects. Participants provide technical engineering, information technology, administrative, regulatory, and other support to develop and execute projects benefiting the public while enhancing BOEM capacity to meet its mission and strategic objectives. Participants do not replace or displace current BOEM employees, and enrollment does not impact retirement benefits of retired federal employees.
The program awards exclusively cooperative agreements for one to five years, with funding released as a lump sum or as funds become available. Projects may renew annually up to a five-year total, subject to congressional appropriation. Award amounts vary depending on project type and complexity, with no fixed dollar range stated in available program documentation. Awards are made through competitive peer review by government research managers and external reviewers against criteria including mission relevance, technical merit, personnel qualifications, project management, logistics, safety, permits, interagency coordination, budget and matching funds, and impact minimization where applicable.
Eligible applicants are public nonprofit institutions and organizations (including institutions of higher education and hospitals), private nonprofit institutions and organizations, profit organizations, and state nonprofits authorized to participate in the ESP—all limited to those designated by the Secretary of Labor under Title V of the Older Americans Act of 1965 and subject to 26 USC 501(c)(3). Applicants must submit proof of establishment with their application. The program office and financial assistance officer provide advance consultation and assistance to applicants. All records must be maintained for three years after submission of the final financial report.
