About this program
The Department of the Interior Bureau of Indian Affairs and Indian Education administers the Tribal Great Lakes Restoration Initiative (CFDA 15.066), a program funding Tribal-led ecosystem protection, enhancement, and restoration projects in the Great Lakes basin, with the most recent grant award disbursed on June 14, 2017.
No recent grant opportunities appear to be currently posted. The program awarded two grants totaling $7 million in federal obligations between 2016 and 2017; the most recent award was nine years ago. Grant activity is infrequent and financial assistance is distributed on a year-by-year basis as non-recurring appropriations rather than as ongoing perennial support. Awards are split evenly between Block Grants and Direct Payments for Specified Use.
Funded activities center on Tribal capacity-building and on-the-ground restoration work. The program supports staff, training, and resources for long-term Tribal environmental programs alongside habitat restoration, water quality improvement, and protection of culturally significant species. Recent awards have targeted phragmites control and forestry management on Tribal lands. The program emphasizes government-to-government relationships, enabling Tribes to design and lead projects aligned with their own restoration priorities, subsistence practices, and treaty reserved rights. Investments also expand community education and awareness of traditional ecological knowledge and Tribal lifeways.
The Department of the Interior Bureau of Indian Affairs Eastern Region and the Bureau of Indian Affairs and Indian Education each funded one award, contributing $3.9 million and $3.1 million respectively. Representative recent awards include a $3.1 million Direct Payment for phragmites control (completed December 2019) and a $3.9 million Block Grant for forestry on Indian lands (completion date March 2027).
Eligible applicants are federally recognized Indian Tribes and Native American Organizations authorized by Indian tribal governments. Applications are submitted to the BIA GLRI biologist at the Great Lakes Agency office. The program imposes restrictions on the timeframe for spending awarded funds and requires three-year retention of financial, procurement, and property records.

- Description
The Tribal Great Lakes Restoration Initiative (GLRI) has helped strengthen the ability of Tribal Nations to take part in shared decision making about Great Lakes resources. This support ensures that Tribes have the tools, funding, and opportunities needed to participate meaningfully when governments work together to manage and protect the basin. GLRI investments have also expanded community education and awareness, helping Tribal Nations share cultural teachings, subsistence practices, and traditional knowledge with Tribal youth and neighboring communities. The program provides dedicated funding for Tribal Nations to carry out their own priorities for restoring and protecting the Great Lakes. Tribes can implement projects that safeguard important species, strengthen Tribal lifeways, and uphold treaty reserved rights. The program supports a true government to government relationship, giving Tribes the flexibility to design and lead projects that best serve their communities and their lands. The program supports both Tribal capacity and on the ground restoration work. It funds the staff, training, and resources needed for long-term Tribal environmental programs, while also supporting projects that restore habitats, improve water quality, and protect species that are central to Tribal culture. This approach ensures that Tribal Nations are equipped not only to respond to today's environmental challenges but also to maintain their stewardship roles for future generations. The program continues to advance Tribal led stewardship, protect important resources, and support the health of the Great Lakes for generations to come.
