About this program

The Department of Housing and Urban Development Office of Healthy Homes and Lead Hazard Control administers the Lead Hazard Reduction Demonstration Grant Program (CFDA 14.909), which funds State, Tribal, and local governments to identify and control lead-based paint hazards in privately-owned housing occupied by or rented to low- or very-low income families; the most recent grant award was disbursed on October 1, 2008.

This program is not currently active for new funding. Only one Project Grant of $2.6 million has been awarded under this Assistance Listing, obligated on October 1, 2008, with completion targeted for August 31, 2009. No grant awards have been disbursed since that date, and no recent grant opportunities have been posted. The program was funded under the American Recovery and Reinvestment Act of 2009 (Recovery Act), and the portfolio contains no awards subsequent to that initiative.

The funded activity addressed lead-hazard control through demonstration projects designed to maximize the number of children under age six protected from lead poisoning and the count of housing units where lead hazards are controlled. Program objectives included stimulating lower-cost and cost-effective methods for lead hazard control that could be replicated, building local capacity to integrate lead-safe work practices into housing maintenance and rehabilitation programs, affirmatively furthering fair housing and environmental justice, and developing comprehensive community approaches by mobilizing public and private resources across government, the private sector, and community-based and faith-based nonprofit organizations. The program also emphasized job training, employment, and economic opportunities for low-income and minority residents and businesses.

The single awarded project (Project Grant DCLHD019308) received $2.6 million in federal obligation. Given the Recovery Act funding timeline and the absence of awards or opportunities in recent years, this program should be considered inactive pending evidence of renewed appropriations or reauthorization.
