About this program

The Department of Housing and Urban Development's Public and Indian Housing Office administers the Moving to Work Demonstration Program (CFDA 14.881), which funds public housing authorities' design and testing of locally tailored strategies to deploy federal housing dollars more efficiently, connect residents to employment pathways, and expand housing options for low-income families. The program provides PHAs with exemptions from standard public housing and voucher program rules and grants flexibility in deploying federal funding across activities. No recent grant awards, award portfolio data, or open grant opportunities are documented in the source; applicants should contact the MTW Office in Headquarters to confirm application deadlines and current solicitation status. The program office approves submitted MTW Plans within a 75-day review window; failure to notify disapproval within that period results in automatic approval. The Public and Indian Housing field offices and the MTW Office jointly review MTW Supplements to PHA Plans. Recipients must maintain budgets and cumulative cost records for HUD review and independent audit. The program is excluded from Executive Order 12372 review requirements.
