About this program
The Department of Housing and Urban Development, through its Public and Indian Housing Office, guarantees private financing for tribal housing and community development projects under Assistance Listing 14.869, with HUD committing to loan-guarantee decisions within 30 days of receiving a completed application. This program enables federally recognized Indian tribes and Tribally Designated Housing Entities to leverage current and future Indian Housing Block Grant fund allocations as collateral to access private lending for affordable housing construction, acquisition, and related community development activities that meet grant-eligible criteria.
The program operates as a loan-guarantee mechanism rather than a direct grant. Borrowers (tribes, Alaska Native Villages, or TDHEs with tribal approval) partner with HUD-approved lenders to prepare and submit financing applications. HUD reviews the application and underlying mortgage against Title VI underwriting criteria; upon approval, HUD issues a Letter of Firm Commitment to the lender. Following loan closing and submission of the closing package to HUD, HUD issues a Certificate of Loan Guarantee to the lender. The lender may submit additional documentation to challenge a disapproval or reduction decision.
Eligibility is restricted to federally recognized Indian tribes and TDHEs that currently receive or have been allocated Indian Housing Block Grant funds. The program operates under 24 CFR 1000.430(a) and Title VI of the Civil Rights Act and Section 202 of the Native American Housing Assistance and Self-Determination Act (NAHASDA). Environmental impact information is not required, and the program is excluded from Executive Order 12372 coverage.
Participating lenders and closed loan files are subject to HUD compliance review. Originating lenders must retain loan-file copies for two years post-guarantee; servicing lenders maintain files for the loan term plus three years. Non-federal entities expending $750 thousand or more annually in federal awards are subject to single or program-specific audit under 2 CFR 200, Subpart F.

Objective and description
- Objective
To provide access to sources of private financing to Indian Housing Block Grant recipients that want to finance additional grant-eligible affordable housing and related community development projects.
- Description
The Title VI Loan Guarantee program allows recipients of Indian Housing Block Grant Funds to use current and future fund allocations as a means of leverage to obtain HUD guaranteed financing. As a borrower, tribes, Alaska Native Villages or TDHEs (with tribe approval) will collaborate with an approved lender to prepare and submit required documents for HUD review.
Eligibility
- Applicant eligibility
The applicant must be a federally recognized Indian tribe or Tribally Designated Housing Entity (TDHE) that is either a beneficiary or recipient of IHBG funds.
- Beneficiary eligibility
Indian tribes and their members are the beneficiaries. A TDHE acts on behalf of an Indian tribe, as authorized by Tribal and TDHE resolutions.
- Uses of assistance
Limited to the eligible affordable housing activities listed in Section 202 of NAHASDA to include Indian Housing Assistance, Development, Housing Services, Housing Management Services, Crime Prevention and Safety Activities, and Model Activities approved by the Secretary.
- Length and time phasing of assistance
The term of the loan may exceed 20 years, as approved by HUD. The lender and applicant shall determine the terms of the repayment for each project, subject to HUD's approval.
How to apply
- Preapplication coordination
Environmental impact information is not required for this program. This program is excluded from coverage under E.O. 12372.
- Criteria for selecting proposals
Title VI and Section 202 of NAHASDA; criteria is detailed in the "The Title VI Application Process" available from HUD's National Program Office, Office of Loan Guarantee, and on the Title VI web site (http://www.hud.gov/offices/pih/ih/homeownership/titlevi/).
- Award procedure
HUD issues a Letter of Firm Commitment to the lender when HUD approves the Title VI application, and the mortgage meets the Title VI Program underwriting criteria. The lender then closes the loan and submits the closing package to HUD for review. Following a successful review, HUD issues a Certificate of Loan Guarantee to the lender.
- Time to approval or disapproval
The Title VI regulation at 24 CFR 1000.430(a) states that HUD will make every effort to approve an application within 30 days of the receipt of a completed application, and if HUD is unable to do so, will notify the lender (the applicant via the lender) within the 30-day time frame of the need for additional time to process the application and/or if additional information is required.
- Appeals
HUD will notify the lender in writing that the application has been reduced or disapproved and the specific reasons for the reduction or the disapproval. The lender may submit additional documentation to reverse the HUD decision.
