About this program
The Department of Housing and Urban Development's Assistant Secretary for Policy Development and Research operates the Strong Cities Strong Communities (SC2) National Resource Network (CFDA 14.534), a program that funds technical assistance networks serving economically distressed communities, with the most recent publicly documented grant opportunity posted in November 2012.
The program provides economically distressed communities with short-term technical assistance in operational and programmatic areas, aggregates public and private resources to support local governments, and develops best practices and policy recommendations for communities facing long-term economic challenges. The SC2 Network connects distressed communities with philanthropic organizations, nonprofits, and public and private sector entities to facilitate partnerships and economic investments while strengthening federal-local alignment and resource coordination.
The program operates through Cooperative Agreements. The documented funding opportunity from November 2012 (FR-5600-N-39, due January 28, 2013) solicited nonprofit organizations, foundations, anchor institutions, for-profit companies, or consortia of these entities with demonstrated ability to raise philanthropic support to develop and operate the SC2 National Resource Network itself—not to serve as individual communities receiving assistance.
No recent grant awards, current grant opportunities, or portfolio data on award volume, funding concentration, or dollar magnitudes are present in the source material. The most recent solicitation dates to 2012, thirteen years prior to the current date. No information on program activity, award cadence, typical award sizes, or recent funding is available to assess whether the program remains active or is currently accepting applications for community-serving activities.
Objective and description
- Objective
The purpose of the SC2 National Resource Network is to help strengthen local communities and spur economic growth. The SC2 Network will provide economically distressed communities with short-term technical assistance in basic operational areas as well as programmatic issues, dictated by local need. In addition, the SC2 Network will aggregate public and private resources to serve a wide range of governments and connect them through a peer-to-peer learning network. The objectives of the programs are as follows: •Provide communities facing long-term economic challenges with easily accessible and comprehensive technical assistance that can help retool them for future economic growth; •Build capacity in distressed communities by connecting them with philanthropic organizations, non profits, public and private sector entities to facilitate long-term partnerships and economic investments; •Develop a set of best practices and policy recommendations that can be disseminated and shared across all communities facing similar economic challenges; •Improve the alignment of federal resources as well as strengthen federal and local partnerships.
