About this program

The Department of Housing and Urban Development's Assistant Secretary for Policy Development and Research administers the Tribal Colleges and Universities Program (CFDA 14.519) to fund facility construction, expansion, renovation, and equipment at tribal colleges and universities, as well as community-serving activities including health programs, job training, and economic development initiatives. However, this program is dormant: the most recent grant award was issued in November 2014—nearly twelve years ago—with no grant opportunities currently posted.

The program issued 38 Project Grants totaling $23.6 million in combined federal dollars obligated between 2006 and 2014. Award activity was heaviest in 2007 (17 awards) and 2010 (10 awards), with sharply declining frequency thereafter—only one award in 2011 and one in 2014. All awards under this program have come from HUD's Assistant Secretary for Policy Development and Research, which holds 100 percent coverage of both award count and federal dollars.

All assistance has been structured as Project Grants; no Cooperative Agreements, Formula Grants, or other assistance types are present in the portfolio. Typical award magnitudes from the active funding period ranged from approximately $500 thousand to $1.6 million, with several awards in the $750 thousand to $800 thousand band. Representative awards include TCUP10ND411 ($1.6 million, September 2010), TCUP10MT410 ($1.6 million, September 2010), and multiple awards in 2010 ranging from $700 thousand to $1.6 million across tribal institutions in Montana, North Dakota, Arizona, Washington, and South Dakota.

No recent grant opportunities are posted under this Assistance Listing. The absence of awards or solicitations since 2014 and the absence of any current opportunity announcement suggest the program is not actively accepting applications at present. Organizations interested in federal support for tribal college infrastructure and community programming should verify current program status with HUD before committing pursuit resources.
