About this program

The Department of Housing and Urban Development Assistant Secretary for Fair Housing and Equal Opportunity funds the Fair Housing Initiatives Program Enforcement Testing Technical Assistance (CFDA 14.420), which supports private and tax-exempt fair housing enforcement organizations in investigating and enforcing Fair Housing Act violations through tester training, tester guidance, and other investigative activities under federal or substantially equivalent state and local law; the program disbursed its most recent award over 14 years ago in September 2012.

This program has not issued grant awards since 2012. The portfolio shows only three total awards spanning 2011 and 2012, with a combined federal obligation of $430 thousand. All three awards were Cooperative Agreements, structured to support enforcement testing initiatives and Section 3 technical assistance. Award magnitudes ranged from $50 thousand to $272,990, with the largest award (Cooperative Agreement FH700G10109, $272,990) funding enforcement testing activities and completion targeted for 2013. The second-largest award (Cooperative Agreement FH700G10110, $107,010, also for enforcement testing) closed in November 2013. A third award (Cooperative Agreement S3C100G1113, $50,000) addressed Section 3 technical assistance and concluded in December 2013.

HUD's Assistant Secretary for Fair Housing and Equal Opportunity is the sole funder across all three awards. No recent grant opportunities or solicitations appear in the source. The absence of award activity since 2012 and the lack of posted opportunities signal that this program is either inactive, dormant, or substantially constrained in funding availability. Organizations considering pursuit should verify current program status directly with HUD's Office of Fair Housing and Equal Opportunity before committing business development resources; the 14-year funding gap suggests significant uncertainty about whether new solicitations will materialize.
