About this program
The Department of Housing and Urban Development is funding energy and water conservation retrofits across HUD-assisted multifamily affordable housing through a Pay For Success pilot program under Assistance Listing 14.329. Intermediaries selected by HUD will enter into 12-year cooperative agreements and receive performance-based payments contingent on verified utility and cost savings achieved at participating properties, with no recent application deadline or open solicitation identified in the source.
This program operationalizes a performance-based funding model tailored to energy efficiency in affordable multifamily housing. HUD will make payments to Intermediaries only after savings from retrofits materialize and are verified; payments continue throughout the 12-year cooperative agreement term and cover recruitment of participating properties, development of scopes of work and architectural/engineering specifications, purchase and installation of energy and water conservation equipment, and capital costs for Intermediary financing. The pilot targets up to 20,000 units of HUD-assisted multifamily housing and is designed to demonstrate that energy and water conservation retrofits can reduce HUD's utility costs while generating scalable lessons learned and best practices for the broader HUD multifamily portfolio.
Intermediaries, not individual property owners or residents, are the primary applicants and funding recipients under this program. The source does not report recent grant awards, award frequency, typical award magnitudes, or currently open grant opportunities. The program structure departs significantly from traditional federal grants: HUD retains primary benefit (lower agency utility costs post-retrofit), while residents of participating properties receive secondary benefit through lower utility consumption. This mechanism targets organizations with capacity to coordinate retrofits across multiple properties, manage performance verification, and operate on a contingent-payment schedule over a multiyear horizon. Prospective Intermediaries should assess their capability to finance upfront retrofit costs while awaiting performance-verified reimbursements and their willingness to operate under a cooperative agreement rather than a transactional grant award structure.
Objective and description
- Objective
1. Save taxpayer money by installing energy and water conservation retrofits in up to 20,000 units of HUD-assisted multifamily affordable housing. 2. Develop a Pay For Success model for funding and delivering energy and water conservation improvements within HUD's assisted multifamily portfolio that is attractive to Intermediaries and property owners and practical for HUD to administer 3. Evaluate the effectiveness of energy and water conservation retrofits overseen by Intermediaries, especially at keeping utility consumption at lower levels in the years following the installation of these measures. 4. Identify lessons learned and best practices in order to assess the feasibility of scaling up and replicating this approach to achieving energy and water conservation given the characteristics of HUD-assisted multifamily housing, HUD's statutory and regulatory framework, and the resources available to both HUD and property owners to address this problem.
Eligibility
- Applicant eligibility
HUD will make performance-based payments to entities serving as Intermediaries under a cooperative agreement executed with the agency. Payments will be contingent on utility consumption and cost savings associated with energy and water conservation measures installed by the Intermediary at HUD-assisted multifamily properties.
- Beneficiary eligibility
HUD is the primary beneficiary of this program; energy and water conservation retrofits undertaken by program Intermediaries will result in lower utility costs for the agency once the cooperative agreements have terminated. Secondary beneficiaries are residents of the HUD-assisted multifamily properties receiving retrofits.
- Uses of assistance
HUD will make performance-based payments to entities serving as Intermediaries under a cooperative agreement executed with the agency. Payments will cover the costs incurred as part of energy and water conservation retrofits overseen by the Intermediaries at HUD-assisted multifamily properties, including but not limited to costs related to: recruitment of properties for participation under the cooperative agreement, development of scopes of work for participating properties, development of architectural/engineering specifications, and purchase and installation of energy and water conservation equipment. Payments may also be applied to capital costs for financing used by the Intermediary.
- Length and time phasing of assistance
HUD will provide performance-based payments to an Intermediary under a cooperative agreement with a period of performance of 12 years.
How to apply
- Award procedure
Entities selected by HUD to serve as Intermediaries under this program will enter into a cooperative agreement with HUD. Once savings from retrofits overseen by an Intermediary materialize, are verified, and are reported to HUD by the Intermediary, HUD will make payments based the amount saved. Payments based on savings will continue throughout the period of performance of the cooperative agreement.
