About this program
The Department of Housing and Urban Development's Office of the Assistant Secretary for Housing Federal Housing Commissioner administers CFDA 14.197, the Multifamily Assisted Housing Reform and Affordability Act program, which funds the preservation and rehabilitation of FHA-insured Section 8 assisted multifamily housing stock through partnerships with participating administrative entities, owners, and lenders.
The program operates by restructuring Section 8 rents and operating expense levels to market rates while securing capital improvements for participating projects, thereby reducing ongoing federal subsidy costs and maintaining affordable housing resources in sound physical and financial condition. Eligible applicants include willing participating administrative entities, multifamily housing owners, and lenders with FHA-insured Section 8 assisted properties in their portfolios.
The source provided contains no recent grant award data, opportunity postings, assistance-type distribution, funding concentration analysis, or award economics. Without access to the grant award portfolio or recent opportunities block, no statement can be made about current program activity, award cadence, typical award magnitudes, or whether solicitations are currently open. The program description alone does not establish whether funding has been awarded recently or whether grant opportunities have been posted in the near term.
Organizations considering pursuit of CFDA 14.197 funding should verify current program activity, recent award examples, and open solicitation timelines directly with the Department of Housing and Urban Development or through the Grants.gov portal. The program's focus on preserving and improving the financial sustainability of FHA-insured Section 8 multifamily properties is narrow in scope and applies only to owners, administrative entities, and lenders already managing assisted housing stock under these specific federal insurance and subsidy mechanisms.
Objective and description
- Objective
To retain critical affordable housing resources represented by the supply of FHA-insured Section 8 assisted housing and maintain it in good physical and financial condition while, at the same time, reducing the cost of the ongoing Federal subsidy. In carrying out the Program, HUD works with willing participating administrative entities (PAEs), owners and lenders to reduce Section 8 rents and operating expenses to true market levels and also provide for the project's capital improvement needs.
