About this program

The Department of Housing and Urban Development's Office of Community Planning and Development administers the Border Community Capital Initiative (CFDA 14.016), which provides direct investment and technical assistance to community development lending and investing institutions serving the U.S./Mexico border region, with the most recent funding cycle conducted as a one-time-only competition funded by recaptured Rural Housing and Economic Development appropriations.

The program targets affordable housing, small business lending, and community facilities benefiting colonia residents in chronically underserved and undercapitalized border communities. Funded activities include capital investment in community development lenders and investors, technical assistance to help local financial institutions raise capital and improve lending and investment capacity, and expansion of channels through which private institutions and federal agencies can reach underserved home owners, renters, business owners, facilities operators, and service providers. The initiative prioritizes asset-building opportunities and strengthening the capacity of local financial institutions to serve their communities.

The program funds community development lenders and investors, including local rural non-profit organizations and federally recognized tribes; applicants do not need to hold CDFI certification. Eligible recipients must comply with 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; entities expending $750,000 or more in federal awards in a year are subject to single or program-specific audit.

HUD reviews and scores submitted applications, ranking them in order before making funding decisions. The source does not report recent grant awards, a current award cadence, assistance-type distribution, typical award magnitudes, or open grant opportunities. The program was structured as a one-time-only competition, indicating funding availability may be limited or discontinued. Prospective applicants should verify current program status and solicitation timeline directly with HUD's Community Planning and Development office.
