About this program

The Department of Housing and Urban Development's Community Planning and Development office administers the Self-Help Homeownership Opportunity Program (SHOP, CFDA 14.009), which awards grants to national and regional non-profit organizations and consortia to acquire home sites and develop infrastructure for sweat equity and volunteer-based homeownership programs serving low-income households, with application deadlines falling 30 to 60 days after NOFA publication.

SHOP funds support land acquisition, infrastructure improvements, and administrative costs for housing development where homebuyers contribute substantial sweat equity toward construction or rehabilitation. SHOP assistance for land acquisition and infrastructure combined cannot exceed an average of $15,000 per unit, with administrative costs capped at 20 percent of the grant amount. Grantees must leverage non-federal funds for actual construction or rehabilitation of units. The program was authorized by the Housing Opportunity Program Extension Act of 1996 and operates under requirements specified in each annual Notice of Funding Availability rather than standalone program regulations.

The source does not provide recent grant award data, assistance-type distribution information, funding concentration by agency, or award economics. No representative recent grants or open grant opportunities are documented in the available materials. HUD publishes SHOP NOFAs and all application requirements on Grants.gov; award letters are signed by the Acting General Deputy Assistant Secretary and include post-award instructions. Applicants may request a debriefing on their application within 120 days of public announcement of awards. The program does not include renewal awards.

Pursue this program if your organization is a national or regional non-profit or consortium with capacity to assemble land, develop community infrastructure, and manage sweat equity homeownership models. The $15,000-per-unit infrastructure and land ceiling suggests modest per-unit federal investment with heavy reliance on leveraged funds and volunteer labor. Monitor Grants.gov for NOFA publication to identify the application deadline in your funding cycle.

Objective and description

Objective

The Self-Help Homeownership Opportunity Program (SHOP) awards grant funds to eligible national and regional non-profit organizations and consortia to purchase home sites and develop or improve the infrastructure needed to set the stage for sweat equity and volunteer-based homeownership programs for low-income persons and families. SHOP funds must be used for eligible expenses to develop decent, safe and sanitary non-luxury housing for low-income persons and families who otherwise would not become homeowners. Homebuyers must be willing to contribute significant amounts of their own sweat equity toward the construction or rehabilitation of their homes. SHOP is authorized by the Housing Opportunity Program Extension Act of 1996, Section 11, and is subject to other Federal crosscutting requirements. No separate program regulations exist. All program requirements are listed in the applicable SHOP Notice of Funding Availability (NOFA).

Description
