About this program
The Defense Intelligence Agency funds institutional development of intelligence and national security curricula through the Centers for Academic Excellence program (CFDA 12.598), with the most recent grant award dated September 28, 2018 — eight years ago. Program activity has stalled: no grant awards have been disbursed since 2018, and no grant opportunities have been posted after February 2019. The program is not actively soliciting new applications.
From 2012 through 2018, the program awarded 28 grants totaling $31.6 million, predominantly as Project Grants (82 percent) with a smaller share of Formula Grants (18 percent). Award volume peaked in 2014 with 7 awards and declined sharply thereafter (2015: 2 awards; 2016: 1 award; 2017: 1 award; 2018: 5 awards). The Defense Intelligence Agency is the sole funder across the program's history.
The program funds development and delivery of intelligence and national security curricula at regionally accredited four-year institutions of higher education in the United States, its territories, and possessions. Eligible recipients include public and private institutions, with emphasis on under-resourced historically Black colleges and universities (HBCUs), Asian American and Pacific Islander-serving institutions (AAPIS), American Indian and Alaska Native-serving institutions (AIANS), Hispanic-serving institutions (HSIS), predominantly Black institutions (PBIS), and tribal colleges and career and technical schools (TCCUS). Awards support undergraduate and graduate student development into the intelligence community, curriculum preparation, summer seminars, and Critical Technology Studies Programs.
Recent awards exemplify the scope: the South Florida IC-CAE Consortium received $300,000 in 2017 to reach more than 200,000 students from minority-serving institutions; five Formula Grants each awarded approximately $2 million in September 2018 to support Critical Technology Studies Programs. Individual Project Grants ranged from $44,272 for summer seminar content preparation to $1.9 million for multi-year student development initiatives.
The most recent posted opportunity, HHM402-19-FOA-399, closed February 24, 2019. No subsequent solicitations have been posted. Given the eight-year gap in awards and lack of recent or open opportunities, this program should be monitored for reactivation rather than actively pursued.
