About this program
The Office of the Secretary of Defense (specifically, the Defense Human Resources Activity / Personnel and Readiness directorate) issues grants under CFDA 12.582 to fund data collection, trend analysis, curriculum development, and reporting in support of the Yellow Ribbon Reintegration Program, which serves National Guard and Reserve members, their families, and communities throughout the military deployment cycle. The source does not report recent grant awards or a current open application deadline.
The Yellow Ribbon Reintegration Program operates as a Department of Defense–wide effort to connect Service members and their families with resources before, during, and after deployments, addressing the geographic dispersion and limited on-base support networks that characterize Guard and Reserve service. Funded activities focus on data infrastructure and program development to support Yellow Ribbon events that deliver information on health care, education and training opportunities, financial benefits, and legal resources. The program works with government and non-government partners including the Small Business Administration and the Departments of Labor and Veterans Affairs.
Grants run for up to 60 months or as determined by the individual award. Eligible applicants must demonstrate capacity to conduct the specified data collection, trend analysis, and curriculum development activities mandated by Public Law 110-181, Section 582 (2008), as amended by Public Law 114-92 (2016). All applicants must maintain active registration with both Central Contractor Registration and Grants.gov. Award decisions are made by the Defense Human Resources Activity component's Technical Evaluation Board, with final approval authority held by the DHRA/PK Grants Officer. The source indicates that applicants must submit through a Broad Agency Announcement (BAA) posted to Grants.gov, though no active solicitation or recent award information is provided in the source material.
Objective and description
- Objective
To conduct data collection, trend analysis, and curriculum development and to prepare reports in support of activities under Section 582 of Public Law 110-181, Sec. 582 (2008), as amended by Public Law 114-92 (2016).
Eligibility
- Applicant eligibility
The Yellow Ribbon Reintegration Program is a DoD-wide effort to promote the well-being of National Guard and Reserve members, their families and communities, by connecting them with resources throughout the deployment cycle. Through Yellow Ribbon events, Service members and loved ones connect with local resources before, during, and after deployments. Reintegration during post-deployment is a critical time for members of the National Guard and Reserve, as they often live far from military installations and other members of their units. Commanders and leaders play a critical role in assuring that Reserve Service members and their families attend Yellow Ribbon events where they can access information on health care, education and training opportunities, financial, and legal benefits. We work in government and non-government partners, including the Small Business Administration and Departments of Labor and Veterans Affairs, to provide up-to-date and relevant information to the members of the All-Volunteer force and their families. Eligible applicants must be able to satisfy the needs of the Office for Reintegration Programs as outline in Public Law 110-181, Sec. 582 (2008), as amended by Public Law 114-92 (2016) stating that "the Office for Reintegration Programs may make grants to conduct data collection, trend analysis, and curriculum development and to prepare reports in support of activities under this section."
- Beneficiary eligibility
Beneficiaries must be able to conduct data collection, trend analysis, and curriculum development and to prepare reports in support of activities of the Yellow Ribbon Reintegration Program as established by Public Law 110-181, Sec. 582 (2008), as amended by Public Law 114-92 (2016).
- Uses of assistance
Statutory authority for issuing grants is provided to the Office for Reintegration Programs (ORP), Yellow Ribbon Reintegration Program (YRRP), through Public Law 110-181, Sec. 582 (2008), as amended by Public Law 114-92 (2016) stating that "the Office for Reintegration Programs may make grants to conduct data collection, trend analysis, and curriculum development and to prepare reports in support of activities under this section." The National Defense Authorization Act of 2008 established the Yellow Ribbon Reintegration Program (YRRP) to assist National Guard and Reserve members as they transition between their military and civilian roles. By providing deployment cycle information, resources, and programs, YRRP addresses the unique challenges facing the Guard and Reserve community, including geographic dispersion away from military support networks and fewer deployment resources than the Active Component. YRRP events provide National Guard and Reserve Service members and those who support them with dynamic and engaging delivery of information before, during, and after deployments. Events connect attendees with local information on health care, education/training opportunities, and financial and legal benefits. These resources help to prepare and guide attendees through the hardships of deployment, then enable Service members to successfully reintegrate back into their families, communities and careers.
- Length and time phasing of assistance
Up to 60 months or as determined by the grant contract award.
