About this program
The Department of the Army administers the Estuary Habitat Restoration Program (CFDA 12.130) to fund estuary habitat restoration projects through cooperative agreements with public agencies and non-governmental organizations, with the most recent grant award issued on September 17, 2017 — nine years ago — and no grant opportunities posted since February 2013.
Program activity has stalled. The portfolio shows 15 total awards disbursed between 2014 and 2017, with award cadence declining from 5 awards in 2014 to 3 awards per year in 2016–2017. No awards have been issued in the past nine years, and no open solicitation is currently posted. The most recent opportunity (USACE-EHR-001, due February 2013) is more than a decade old.
The program funds concrete estuary habitat restoration work. Recent awards demonstrate scope: eelgrass and bay scallop restoration in Virginia coastal bays (seeding 50 acres), wetlands restoration and preservation, vegetation control and landscaping at Corps facilities, natural resource habitat studies, and environmental remediation and stewardship at training centers and Corps projects. All funded projects must be identified in estuary habitat restoration plans, include monitoring plans meeting federal standards, and secure long-term operation and maintenance commitments from non-federal interests before funds are distributed.
All 15 awards in the portfolio are Cooperative Agreements. Funding is heavily concentrated in the Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency, which obligated $12.3 million across 2 awards (85 percent of total federal dollars), while the Department of the Army obligated $1.8 million across 12 awards. A third Air Force entity obligated $500 thousand across 1 award. Combined federal dollars obligated totaled $14.6 million with $15.4 million in total obligation (including $800 thousand in non-federal cost-share).
Representative recent awards include a $12.1 million cooperative agreement with GreenTrust Alliance for wetlands restoration (Air Force, September 2017), a $1.2 million Army Corps award with Virginia for eelgrass and bay scallop restoration (July 2014), and a $169 thousand award with Colorado State University for scientific project management and coordination (April 2017).
The program appears dormant. No solicitation has been issued since 2012, no awards have been made since 2017, and the program's authorizing statute (Estuary Restoration Act of 2000) has not generated active funding in nearly a decade. Pursuit is not advised absent evidence of program reactivation.

The qualifications of the prinicipal parties are considered along wiht the scope of the projects and geographic location. A complete list is contained in the solicitations.
- Award procedure
Proposals will be reviewed by a five agency team which will provide recommendations to the Estuary Habitat Restoration Council. The Council will review the team's recommendations and provide a prioritized list of proposals recommended for funding consideration to the Assistant Secreatary of the Army for Civil Works.
