About this program

The Department of the Army administers Flood Plain Management Services (CFDA 12.104), a program that provides flood hazard data, technical services, and planning guidance to states, local governments, and other nonfederal public agencies to support land and water use planning and flood plain regulation—though no recent grant opportunities have been posted and the program shows no active awards since October 2014.

The program delivers technical assistance and information rather than research funding. Services include flood hazard identification at building sites, flood plain mapping, flood emergency preparedness planning, hurricane evacuation planning, flood plain regulation development, flood-proofing guidance, and interpretation of technical flood data for open-space acquisition and land-use decisions. States and local governments receive services at no charge within annual funding limits; federal agencies access services on a fully reimbursable basis; and the private sector uses services on a pay-first basis. Requests are submitted to the Army Corps of Engineers District Engineer and are processed as capability permits, typically within three to 30 days of receipt.

Funding activity has stalled since 2014. The portfolio reports 11 awards totaling $19.7 million in federal dollars obligated across the period 2009–2014, with the most recent award dated October 1, 2014. The Army was the sole funding agency, and all awards were structured as Cooperative Agreements. Recent awards funded Army National Guard programs including facilities maintenance (approximately $11 million in 2009 and $4.2 million in 2014), environmental resource management ($1.6 million in 2009, $184 thousand in 2014), and security initiatives (physical security and electronic security totaling approximately $4.3 million across 2009–2014). Typical awards in the final cohort ranged from $111 thousand to $4.2 million.

No active solicitation is currently listed. The gap between the most recent award date (October 2014) and the present indicates the program is not actively awarding new funding at this time. Organizations should verify current program status and annual funding availability directly with the Army Corps of Engineers before pursuing this avenue.

Uses of assistance

Available information identifies areas subject to flooding and flood losses from streams, lakes, and oceans and describes flood hazard at proposed building sites. It can be used as a basis for planning flood plain use, for flood emergency preparedness planning, for hurricane evacuation and preparedness planning, for assistance in developing flood plain regulations, for setting elevations for flood proofing, and implementing flood proofing measures, and for indicating areas to be acquired for open space. Activities also include interpretation of technical information and related planning assistance and guidance toward prudent use of flood plains. Services are available to States and local governments without charge, but within annual funding limitations on request. Services are available to Federal agencies on a fully reimbursable basis. Services are available to the private sector on a pay first basis.
