About this program
The National Oceanic and Atmospheric Administration (NOAA) is establishing Cooperative Aviation Centers at qualified postsecondary institutions to develop future NOAA Corps aviators through integrated flight training and science education, with up to $2.7 million in federal funding anticipated for Fiscal Year 2026 under Assistance Listing 11.051.
NOAA anticipates making one to three awards of up to $600,000 per university annually over a five-year program period. The program targets postsecondary institutions with FAA-certified professional flight training programs accredited by a recognized aviation education body, and applicants must embed at least 48 semester hours (or 72 quarter hours) of STEM coursework relevant to NOAA's missions into their degree curriculum. Selected universities will offer participating students a two-year program combining rigorous flight training, leadership development, and summer internships at NOAA's Aircraft Operations Center, preparing graduates for direct-to-aviation positions with the NOAA Corps piloting aircraft including Twin Otters, King Airs, P-3 Orions, and Gulfstream IV hurricane hunters that support hurricane and flood prediction, nautical charting, disaster response, and resource management.
This is a new program announcement with no prior grant awards reported. NOAA anticipates funding in Fiscal Year 2026; estimated funding for subsequent fiscal years (FY 2027–FY 2031) has not been determined, and this announcement may be amended when those estimates become available. Awards are contingent on congressional appropriation and will be administered by the Office of Marine and Aviation Operations. The exact award amount and any subsequent-year funding will be determined through pre-award negotiation and based on progress toward stated milestones and NOAA/OMAO discretion. The review process spans approximately four months from application submission through obligation. No current open grant opportunity with a posted deadline is documented in the source.

- Description
NOAA Corps aviators are essential to NOAA's mission of Science, Service and Stewardship. OMAO's aviators pilot NOAA's aircraft, including Twin Otters, King Airs, the famous P-3 Orion and Gulfstream IV "hurricane hunters." These aircraft collect data essential to hurricane and flood prediction, nautical charting, disaster response, and resource management. The overarching goal of NCAC is to develop future aviation professionals for NOAA Corps by providing a unique opportunity for individuals passionate about aviation and science. Within the program, students will experience mission driven opportunities to prepare them for a direct-to-aviation position. This includes, but is not limited to, a summer internship at the Aircraft Operations Center (AOC), leadership development, and flight training opportunities.
Eligibility
- Applicant eligibility
Postsecondary Institutions with baccalaureate program of professional flight and piloting instruction accredited by a recognized aviation education body and possess FAA certified flight training programs. Additionally, applicants must include in their degree Science, Technology, Engineering, and Mathematics (STEM). Specific requirements would include at least 48 semester (72 quarter) hours in STEM course work pertaining to NOAA's missions. The combination of rigorous flight training and specialized STEM education will equip graduates to contribute meaningfully to NOAA's distinctive and critical responsibilities. To ensure a coordinated effort between OMAO and the university, OMAO's assistance throughout the student selection process is required.
- Uses of assistance
The NOAA Cooperative Aviation Centers will provide a two-year program at selected universities. Funds awarded through this opportunity are to be used by the universities to offer participating students a range of aviation flight and educational experiences.
