About this program
The National Institute of Standards and Technology (NIST) funds collaborative research in quantum science and technology between university researchers and NIST scientists through the Joint Quantum Institute (CFDA 11.047), with NIST anticipating funding one award of up to $10 million per year for up to five years.
The program supports experimental and theoretical research in atomic, molecular, and optical physics; condensed matter physics; quantum information science; and quantum engineering. Funded activities include development of quantum devices and measurement systems, creation of advanced computing and communication tools, and collaborative work between university personnel and NIST scientists at NIST facilities. The program serves academic researchers, students, and federal scientists by providing shared resources and integrated research opportunities designed to accelerate progress in quantum technologies with applications to computing, cybersecurity, communications, and measurement standards.
This is a non-competitive program; NIST reviewers assess technical soundness and merit of applications submitted in accordance with the Department of Commerce Federal Financial Assistance Manual. Eligible applicants include universities, colleges, professional institutes and associations, nonprofit organizations, State and local governments, and commercial organizations. Future funding remains at NIST's discretion based on satisfactory performance and fund availability.

Objective and description
- Objective
To advance research in quantum science and technology through close collaboration between university researchers and scientists at the National Institute of Standards and Technology (NIST).
- Description
This federal assistance program supports collaborative research between universities and the National Institute of Standards and Technology (NIST) in quantum science, quantum computing, and precision measurement. The program funds university personnel to work alongside NIST scientists through the Joint Quantum Institute (JQI). The program's purpose is to advance scientific knowledge and develop technologies in atomic, molecular, and optical physics; condensed matter physics; quantum information science; and quantum engineering. Activities include experimental and theoretical research, development of quantum devices and measurement systems, and creation of advanced computing and communication tools. It serves academic researchers, students, and federal scientists by providing resources, facilities, and collaborative opportunities. This unique partnership accelerates progress in quantum technologies that impact computing, cybersecurity, communications, and fundamental science. What makes this program unique is its deep integration of academic and federal research, its focus on developing practical quantum technologies, and its commitment to expanding participation in science. The discoveries made through this program help shape the future of computing, secure communication, and measurement standards worldwide.
Eligibility
- Applicant eligibility
Refer to the current NOFO for eligibility and any necessary credentials and documentations.
- Beneficiary eligibility
Universities, colleges, professional institutes and associations, nonprofit organizations, State and local governments, and commercial organizations.
- Uses of assistance
When a multi-year award is approved, funding will usually be made available to recipients for only the first year of the program, and incrementally thereafter. If a project is selected for funding, NIST has no obligation to provide any additional funding in connection with that award beyond that which is initially obligated/awarded to the recipient. Continued funding of an award to extend the period of performance is at the sole discretion of NIST. Continued funding will be contingent upon satisfactory performance, continued relevance to the mission and priorities of NIST, and the availability of funding.
- Length and time phasing of assistance
NIST anticipates funding one (1) award for up to $10,000,000 per year for up to five (5) years.
How to apply
- Award procedure
NIST reviewers will review the non-competitive applications submitted pursuant to this Non-Competitive program and provide advice to the Selecting Official as to the (i) technical soundness and (ii) merits of the application in accordance with the requirements of Chapter 8 of the DOC Federal Financial Assistance Manual.
- Time to approval or disapproval
Refer to NOFO for application procedures.
- Renewals
Future or continued funding will be at the discretion of NIST, based on such factors as satisfactory performance and the availability of funds.
