About this program

The National Oceanic and Atmospheric Administration (NOAA), through its National Weather Service Office of Science and Technology Integration, funds modeling and research initiatives to improve weather forecasts under CFDA 11.043, with grants and cooperative agreements approved on an annual basis.

The program supports a range of weather-prediction and meteorological research activities: hurricane track, intensity, and storm surge forecast improvements; end-to-end air quality forecast capability development; extended forecast-skill research beyond 8–10 days; and implementation of weather-scale, fully-coupled numerical weather prediction systems. Proposals must demonstrate high levels of collaboration with operational NWS components, and applicants are encouraged to consult with relevant NWS operational personnel prior to submission. Selection criteria include operational applicability, scientific merit, technology transfer and methodology, researcher capability, and cost effectiveness.

Awards may be continued beyond the initial segment subject to approved timeframe, satisfactory progress, and fund availability; renewal and funding increases are at the Department of Commerce's sole discretion. Approval processing takes approximately four to six months, including NWS, NOAA, and DOC financial assistance reviews.

Eligible applicants include U.S. institutions of higher education, U.S.-based commercial organizations, state and local governments, Indian tribal governments, and other U.S. non-profit organizations. The program is excluded from E.O. 12372 coverage.
