About this program

The U.S. Department of Agriculture Rural Development is no longer making new awards under the Rural Development Policy Public Service and Leadership Development Program (CFDA 10.996), though previously funded projects may continue to report expenditures against active agreements.

This program historically provided two-year embedded fellowships for cohorts of attorneys at USDA to improve coordination and effectiveness of federal programs, services, and actions affecting rural areas. Fellows worked one-on-one with USDA legal staff in a structured developmental period and attended professional conferences and training in rural development policy. Eligible uses of funding included fellow support costs (travel and subsistence expenses), supplies and materials, reasonable host institution costs, and training-related travel.

The program operated on a noncompetitive basis, with assistance awarded at USDA's discretion. Agreements were generally structured for four years, including the initial fellowship period and appropriate follow-up work, with extensions authorized at USDA's discretion. Renewals could be made at USDA's discretion.

Given the program's current cessation of new awards, pursuit is not viable for applicants seeking initial funding. Organizations with active agreements under prior awards may continue to manage and report on those projects through their completion. The three-year retention requirement for financial records, supporting documents, and statistical records applies from the date of submission of the final expenditure report. 2 CFR part 200 does not apply to agreements under this program; all applicable policy requirements are included in the text of each individual agreement.
