About this program
The U.S. Department of Agriculture Farm Service Agency (FSA) administers the Emergency Livestock Relief Program 2023 and 2024 Flood and Wildfire (CFDA 10.987), which provides direct financial assistance to livestock producers for losses due to increased supplemental feed costs caused by qualifying floods or wildfires in calendar years 2023 and 2024, with a final documentation deadline of November 2, 2026.
The program has closed to new applications. The initial 45-calendar-day application period has ended, and FSA is now in the payment processing phase. All required supporting documentation must be submitted to FSA county offices no later than November 2, 2026—one year from the program deadline as announced by the Deputy Administrator for Farm Programs. FSA will not issue payments at the beginning of the application period but may process payments during the period if an initial payment factor can be established based on program demand. After the application period closes, FSA determines a final payment factor to ensure total payments do not exceed funding authorized by the American Relief Act, 2025.
Eligible applicants include U.S. citizens, resident aliens, partnerships of U.S. citizens or resident aliens, corporations, limited liability companies, or other state-organized entities solely owned by U.S. citizens or resident aliens, and Indian Tribes or Tribal organizations. The program applies no average adjusted gross income limit. Payment calculations are based on 60 percent of FSA-calculated monthly feed costs multiplied by the producer's livestock inventory at the beginning of the qualifying disaster or the inventory that would normally have been present absent the disaster. Wildfires on federally managed land are excluded from coverage.
This program does not represent an active funding opportunity for new applicants at this time. Organizations with eligible livestock producers who experienced qualifying losses in 2023 or 2024 and have not yet submitted required documentation should contact their local FSA county office by November 2, 2026, to ensure payment eligibility is evaluated.

- Description
ELRP 2023 and 2024 Flood and Wildfire provides direct financial assistance to livestock producers for losses of increased supplemental feed costs due to a qualifying flood or wildfire (excluding wildfires on federally manage land) in calendar year 2023 and 2024. ELRP 2023 and 2024 Flood and Wildfire was authorized by the American Relief Act, 2025 (Division B, Pub. L. 118-158). Eligible livestock producers will be compensated after completing an ELRP 2023 and 2024 Flood and Wildfire Application (FSA-970) and required supporting documentation has been submitted. Upon publication date of the regulation, there will be a 45-day application period. The ELRP 2023 and 2024 Flood and Wildfire payments will be calculated based upon 60 percent of the FSA calculated monthly feed costs multiplied by the producer livestock in inventory at the beginning date of the qualifying disaster in the physical location, or normally would have been located absent of the qualifying disaster event. FSA will not issue payments at the beginning of the application period. However, during the application period, the Deputy Administrator will evaluate program demand and if an initial payment factor can be established, payments may begin to be processed. After the application period, FSA will determine a final payment factor, if applicable, to be applied to the payment calculation to ensure payments do not exceed the funding authorized by the Act. The payment factor will be dependent on the number of eligible applicants experiencing losses due to qualifying floods or wildfires in calendar years 2023 and 2024 and the number of affected livestock.
