About this program
The Department of Agriculture Farm Service Agency (FSA) is issuing direct financial assistance payments to livestock producers for losses incurred from drought or wildfire in calendar years 2023 and 2024 under the Emergency Livestock Relief Program (ELRP) 2023 and 2024, CFDA 10.986, with the application period now closed and a 60-day documentation submission deadline announced by the Deputy Administrator for Farm Programs.
The program provides automatic payments to eligible livestock producers based on data already submitted to FSA through the 2023 and 2024 Livestock Disaster Program (LFP) Application. No new application or action is required from eligible producers to receive payment; FSA calculates ELRP payments as a percentage of the gross LFP-calculated payment as a proxy for losses. The initial payment factor is set at 35 percent of the gross LFP payment, with additional payments possible if funds remain after initial disbursement. The assistance targets producers who faced forage quality and quantity losses stemming from systemic drought and wildfire conditions.
Applicants must be U.S. citizens, resident aliens, partnerships of eligible individuals, corporations or limited liability companies solely owned by U.S. citizens or resident aliens, or Indian Tribes or Tribal organizations. There is no average adjusted gross income limitation applied to applicants. Eligible producers may request reconsideration of FSA decisions or appeal through county and State FSA committees and the National Appeals Division under 7 CFR parts 11 and 780.
The program was authorized by the American Relief Act, 2025 (Division B, Pub. L. 118-158). Because the application period has closed, this program is not open for new submissions. All required supporting documentation from current applicants must reach the applicant's FSA county office no later than 60 days from the FSA-announced deadline. Recipients and subrecipients must retain all Federal award records for three years from the date of submission of their final financial report.

- Description

ELRP 2023 and 2024 will provide assistance to eligible livestock producers who faced losses resulting from loss of forage quality and quantity due to systemic drought and wildfire conditions. ELRP 2023 and 2024 was authorized by the American Relief Act, 2025 (Division B, Pub. L. 118-158) and will provide payments to eligible livestock producers using data already submitted to FSA on 2023 and 2024 Livestock Disaster Program (LFP) Application, CCC-853. Although payments made under LFP do not have a direct correlation to the losses incurred, to deliver this assistance quickly, FSA is using certain LFP data and issuing an ELRP 2023 and 2024 payments as a percentage of the gross payment calculated through LFP as a proxy for losses to eliminate the requirement for producers to resubmit information for ELRP 2023 and 2024. No action is required for eligible producers to receive ELRP 2023 and 2024 payments. The ELRP 2023 and 2024 payments will be equal to the eligible livestock producer's gross 2023 or 2024 LFP-calculated payment multiplied by the applicable ELRP payment factor.
