About this program
The Farm Service Agency (FSA) administers the Emergency Relief Program 2022 (CFDA 10.979), which provided financial assistance to agricultural producers for crop and tree losses due to qualifying disaster events—wildfires, hurricanes, floods, derechos, tornadoes, excessive heat, winter storms, freeze events including polar vortex, smoke exposure, excessive moisture, and qualifying drought—occurring in calendar year 2022. The application period closed on August 14, 2024, and FSA is now processing errors, omissions, and appeals; no new applications are being accepted.
The program operated in two tracks: Track 1 used a streamlined process with pre-filled application forms for producers who had already received crop insurance indemnities under certain policies or payments through FSA's Noninsured Crop Disaster Assistance Program (NAP), leveraging existing USDA data on file. Track 2 provided assistance for other eligible losses through a revenue-based approach using a traditional application process requiring producers to supply documentation to calculate payments. Drought-related losses qualified only when any area within the loss county was rated by the U.S. Drought Monitor as having severe drought (D2) for eight consecutive weeks or extreme drought (D3 or higher) at any point during 2022.
FSA approved and awarded assistance to eligible applicants as applications were processed, with no restrictions on how quickly recipients could spend awarded funds. Applicants could request reconsideration or appeal decisions through FSA county and state committees and the National Appeals Division under 7 CFR parts 11 and 780. Applicants had 15 to 30 days to request reconsideration and were required to retain supporting documentation for three years following approval. The program was authorized by Title I of the Disaster Relief Supplemental Appropriations Act, 2023 (Public Law 117-328).
Because the application deadline has closed and the program is in appeals and error-correction processing, pursuit of new funding under this Assistance Listing is no longer viable.

- Description
ERP 2022 provides financial assistance to producers for losses to crops and trees due to wildfires, hurricanes, floods, derechos, tornadoes, excessive heat, winter storms, freeze (including a polar vortex), smoke exposure, excessive moisture, qualifying drought, and related conditions occurring in calendar year 2022. Losses due to drought are only eligible for assistance if any area within the county in which the loss occurred was rated by the U.S. Drought Monitor as having a D2 (severe drought) for eight consecutive weeks or a D3 (extreme drought) or higher level of drought intensity for any period of time during the calendar year. This program is authorized by Title I of the Disaster Relief Supplemental Appropriations Act, 2023 (Pub. L. 117-328). ERP 2022 will be administered in two tracks. Track 1 will use a streamlined process with pre-filled application forms when the data needed to calculate a payment is already on file with FSA or USDA's Risk Management Agency (RMA) as a result of the producer previously receiving a crop insurance indemnity under certain crop insurance policies or a payment through FSA's Noninsured Crop Disaster Assistance Program (NAP). Track 2 will provide ERP 2022 payments for other eligible losses through revenue-based approach using a traditional application process in which producers will provide the information required to calculate a payment.
