About this program
The Department of Agriculture Farm Service Agency administers the Rice Production Program (CFDA 10.976), a one-time assistance initiative targeting rice producers for crop year 2022; the program operated under signup periods announced by the Secretary, with applications due 60 days from signup closure and no current open solicitation.
This program provided direct payments to eligible rice producers who planted or were prevented from planting rice during crop year 2022, offsetting higher than normal production costs. Payments were calculated by multiplying planted or prevented-planted rice acres by the producer's Average Production History, a payment rate set by the program, and the producer's share of rice acres. Funding came from unobligated balances under the Consolidated Appropriations Act, 2021, reallocated to the Secretary under the Consolidated Appropriations Act, 2023.
Eligible applicants included persons, partnerships, associations, corporations, estates, trusts, and other legal entities that produced rice as landowners, landlords, tenants, or sharecroppers. Recipients had to be U.S. citizens, resident aliens, partnerships organized under state law, corporations or limited liability companies organized under state law, or Indian Tribes or Tribal organizations. The program imposed no acreage or payment limits disclosed in the program description.
Applications required submission to FSA county offices with supporting documentation; the first five applications underwent review by the Community and Economic Development division and Disaster Division before county office personnel approved remaining applications and processed payments. Recipients were required to retain application documentation for three years after approval and permit USDA and Government Accountability Office audits of business records to verify accuracy of information submitted.
The source provides no grant award portfolio data, recent award examples, or information on historical funding activity or award volumes. No current grant opportunities are open under this program.
