About this program
The Farm Service Agency within the Department of Agriculture administered the Emergency Grain Storage Facility Assistance Program (CFDA 10.973), which provided $80 million in financial assistance to grain producers affected by severe weather events between December 1, 2021, and August 1, 2022, with the sign-up period now closed and payments approved through July or August 2023.
The program funded emergency grain storage facility assistance for producers in Kentucky affected by December 2021 tornadoes that destroyed commercial grain elevators and limited marketing and storage options, as well as producers in Minnesota, South Dakota, and other states impacted by derechos, hurricanes, tornadoes, and other qualifying weather events during the covered period. The Deputy Administrator for Farm Programs retained authority to designate additional affected counties as eligible during the application period.
Applicants had to be U.S. citizens, resident aliens, partnerships of U.S. citizens, corporations, limited liability companies, or other state-organized entities, or Indian Tribes or Tribal organizations. All producers were required to be in compliance with highly erodible land conservation and wetland conservation provisions. Applicants could request reconsideration of FSA decisions or appeal to county and state FSA committees and the National Appeals Division under 7 CFR parts 11 and 780, though matters of general applicability not tied to individual application facts were not appealable. Applicants were required to retain supporting documentation for three years after approval.
This program is no longer active—the sign-up period has ended and the funding cycle concluded with payments made by mid-2023. No current grant opportunities are available under this Assistance Listing. The program operated as a time-limited emergency response to specific weather disasters in the 2021–2022 period rather than as an ongoing assistance mechanism.
