About this program
The Department of Agriculture Farm Service Agency administers the Milk Loss Program (CFDA 10.965), which indemnifies eligible dairy operations for uncompensated milk dumped or removed from the commercial market due to qualifying weather events—drought, wildfires, and hurricanes—during the 2023 and 2024 calendar years, with payments made on a first-come, first-served basis as funds remain available.
The program funds direct payments to agriculture producers for milk losses tied to severe weather. The source indicates that the program covers milk dumped without compensation for the years 2020 through 2022, though the primary program description references 2023 and 2024 calendar years. FSA County Committees approve and award assistance to eligible affected farmers. No restrictions apply to the time permitted to spend awarded funds; once funds are exhausted, applications received thereafter are not paid. Both the affected farmer and the milk handler must maintain supporting books, records, and accounts for three years following the end of the year during which the payment request was submitted, with records retained for three years after the final Federal Financial Report or until final audit resolution, whichever is later.
The source does not provide a grant award portfolio block, recent grant award examples, award dollar ranges, or recent grant opportunities. It does not report the volume of awards issued, the distribution among assistance types, the concentration of funding across federal agencies, or the total federal dollars obligated under the program. It does not disclose whether grant opportunities are currently open or when the most recent application deadline occurred. The source does not specify whether this is an active solicitation or a closed emergency-response program limited to the specified weather events and calendar years. Applicants should verify current program status and funding availability directly with the FSA before pursuing this program.
