About this program

The Department of Agriculture's Natural Resources Conservation Service administers the Composting and Food Waste Reduction Cooperative Agreement Program (CFDA 10.930), which funds local and municipal governments, school districts, and tribal governments to develop and test strategies for municipal compost plans and food waste reduction plans, with the most recent grant opportunity deadline 120 days from the current notification of funding opportunity issuance.

The program targets two interconnected objectives: reducing municipal food waste and diverting residential and commercial food waste from landfills, while simultaneously increasing compost generation and access for agricultural producers. Funded projects develop innovative, scalable waste management approaches that improve soil quality through expanded compost availability. Eligible applicants include local and municipal governments, school districts, and tribal governments pursuing these complementary environmental and agricultural outcomes.

The program operates exclusively as Cooperative Agreements, reflecting the collaborative relationship between USDA and recipients on project development and implementation. Grant opportunities are posted annually through the Office of Urban Agriculture and Innovative Production, with specific deadlines communicated in each year's Notice of Funding Opportunity. The standard project performance period runs 120 days from award execution. NRCS may extend executed agreements for a single 12-month term, though renewal and supplemental opportunities are available only outside the competitive cycle for new awards.

Award decisions are final with no appeal process; the Chief of the Natural Resources Conservation Service makes the final approval determination. Recipients must maintain project records for inspection during the active agreement period and for three years following award expiration. The source does not report recent grant award activity, typical award magnitudes, or current open solicitations with specific due dates.
