About this program

The Department of Agriculture Foreign Agricultural Service funds the Borlaug Executive Leadership Program (CFDA 10.776), which provides approximately three-week training and collaborative research fellowships to senior agricultural scientists, researchers, and policymakers from emerging market countries, with no recent grant award date or open opportunity currently identified in the source.

The program operates as a structured exchange in which eligible host institutions—state cooperative institutions or other U.S. colleges and universities—receive funding to host Fellows who hold a minimum Master's-level degree and are in or approaching executive career stages. Fellows work with faculty mentors at U.S. universities, research centers, or government agencies and may attend professional conferences such as the annual World Food Prize Symposium. Allowable costs support Fellow travel and subsistence, supplies and materials, host institution fees, and faculty mentor travel. Cooperative agreements are typically one year in duration, covering program preparation, the fellowship itself, and follow-up activity.

USDA/FAS administers awards through a competitive review process, with applications submitted via https://grants.fms.usda.gov. The agency convenes a panel to score applications against scientific merit, anticipated impact, cost effectiveness, and application quality, then forwards recommendations to a selecting official who may select out of rank order based on strategic priorities including geographical distribution, incorporation of minority-serving institutions, or congressional directive. The source does not report recent grant awards, award volume, typical funding magnitudes, assistance-type distribution, or currently open solicitations. Grant records must be retained for three years from the date of final expenditure report submission, or longer if litigation, claims, audits, or related actions are pending.

How to apply

Application procedure

Applications should be submitted at https://grants.fms.usda.gov

Criteria for selecting proposals

Applicants will be evaluated on the extent and quality to which they demonstrate that they have the capabilities, staff, resources, and equipment to successfully perform the project. Scoring will also be based on the level of detail and how clearly the applicant's capacities to address these factors are outlined in the proposal. Specific selection criteria are identified in the corresponding Notice of Funding Opportunity, and generally include the scientific merit of the proposed activity; the anticipated impact of the activity; cost effectiveness; and quality of application.

Award procedure

USDA/FAS will convene a review panel to review eligible applications against the evaluation criteria described in the NOFO. Reviewers will ensure that the applicant is capable of delivering the programs/activities as described in the announcement based on the applicant's project narrative and assign a score and provide summary comments based on the evaluation criteria identified below. The review panel will make a recommendation list to the selecting official, who is not a member of the panel. The selecting official may select applications out of rank order in consideration of strategic program priorities, such as geographical distribution, incorporation of minority-serving institutions, or congressional directive. Selection determinations are final and cannot be appealed. Prior to selection, the agency may contact the highest-ranking applicants to seek clarification and to negotiate technical and programmatic aspects of the application. If an application includes a subaward, FAS may request to speak with all parties included in the application to ensure sufficient planning and coordination has taken place prior to making an award.
