About this program
The U.S. Department of Agriculture Rural Utilities Service administers the Rural Energy Savings Program (CFDA 10.751), a relending program that finances loans to rural families and small businesses implementing cost-effective energy efficiency measures, with applicants required to submit a Letter of Intent via email to RESP@usda.gov and complete application documentation within 90 days of receiving an RUS Invitation to Proceed.
The program operates as a two-tier lending structure: RUS provides loans to eligible intermediaries (current and former RUS electric borrowers, their subsidiaries, and other entities providing eligible purposes under the program), which in turn relend to qualified consumers for durable energy efficiency improvements. The source does not report recent grant award activity, open grant opportunities with posted due dates, or a portfolio of recent awards and funding concentration data. The program appears to operate on a rolling invitation basis rather than through periodic open solicitations; applicants who submit qualifying Letters of Intent are placed in a queue and notified when funds become available if initial funding is exhausted.
Eligible applicants are largely restricted to entities with existing relationships to RUS's electric lending portfolio or entities meeting program-specific purposes defined in 7 CFR 1719. The source specifies that the RUS Administrator retains final discretionary approval authority over loan applications meeting outlined criteria. Compliance requirements incorporate portions of 2 CFR 200 (federal cost principles and audit requirements) along with program-specific regulations at 7 CFR 1719. The source does not disclose typical loan magnitudes, combined federal dollars obligated, recent funding history, or award cadence. Organizations considering this program should confirm current funding availability and queue status directly with RUS at RESP@usda.gov and consult the current Notice of Funding Availability and implementing regulations before committing staff resources to application preparation.
