About this program

The Department of Agriculture Forest Service administers cooperative agreements under CFDA 10.705 to enable joint planning, survey, design, construction, reconstruction, improvement, and maintenance of forest roads in partnership with state, county, or local public road authorities, with agreements running up to five years from execution.

This program funds operational activities on transportation assets of mutual interest where the Forest Service and a state, county, or local road authority each hold or share jurisdiction. Typical work includes road maintenance and repair on forest roads that are part of or will become part of a state, county, or local public road system, as well as maintenance of National Forest System roads by their users. Agreements must specify project description, methodology, technical specifications, party contributions and responsibilities, deliverables, period of performance, and monitoring protocols; all elements are subject to negotiation. Documentation includes the executed agreement, a road maintenance plan, and Schedule A identifying the transportation assets covered.

The sole funding agency is the Department of Agriculture Forest Service. Assistance under this program takes the form of cooperative agreements rather than grants with dollar values; the source indicates "No value" for individual award amounts, indicating these are resource-sharing and work-exchange arrangements rather than cash-transfer mechanisms. The Forest Service and partner authorities exchange work or provide reimbursement to accomplish maintenance and improvement efficiencies on assets of joint interest. Agreements operate outside the federal grants audit framework—2 CFR part 200 does not apply.

Eligible applicants are state, county, or local public road authorities. Any party may initiate agreement discussions and may terminate negotiations at any time. The cooperative structure allows the Forest Service to authorize work on roads under another party's jurisdiction, and conversely allows state or local authorities to perform work on National Forest System roads where the Forest Service holds authority.

The source provides no recent grant awards data, no application opportunities, and no award activity timeline.
