About this program

The Department of Agriculture Foreign Agricultural Service administers Food for Opportunity (CFDA 10.622), which funds the provision of agricultural commodities other than traditional row crops and vegetable oils to preschool and school food-for-education programs in eligible developing countries, with the goal of improving food security, reducing hunger, and advancing literacy and primary education.

The source provides no recent grant award data, recent grant opportunities, or portfolio activity metrics. No awards, award dates, award amounts, or recent funding opportunity postings are documented in the available materials. The program description indicates that assistance agreements typically span two to three years with possible extensions, and that applications are submitted through the USDA Food Aid Information System.

Eligible applicants include private voluntary organizations, cooperatives, intergovernmental organizations, governments of developing countries and their agencies, and other organizations; public international organizations designated under 22 USC 288 et seq are exempt from certain compliance provisions. The Foreign Agricultural Service assembles a technical review panel to evaluate applications against criteria specified in individual Notices of Funding Opportunity, and the FAS Administrator makes final award selections while considering agency priorities such as geographic dispersion, program balance, diversity, and alignment with whole-of-government agricultural development strategy. Recipients are subject to compliance review by the Compliance and Security Division and must retain grant records for three years following submission of the final expenditure report, or longer if litigation or audit is pending.

Without recent activity data, award history, or posted opportunities in the source material, a prospective applicant cannot determine current program status, typical award magnitude, or near-term solicitation timing. Direct contact with the Foreign Agricultural Service is necessary to establish whether the program is actively funding and when the next Notice of Funding Opportunity is expected.

In determining whether an entity will be eligible to be a participant, FAS may consider the entity's previous compliance or noncompliance with the provisions of 7 CFR 1599. How to apply

Application procedure

Applications must be submitted using the USDA Food Aid Information System at https://www.fas.usda.gov/fais/webapp/

Criteria for selecting proposals

Applicants will be evaluated based on the extent and quality to which they demonstrate that they have the capabilities, staff, and resources to successfully perform the project, as well as the quality of their demonstration. FAS will use these criteria to evaluate the content provided by Applicants' submissions and award points using the point system specified in the Notice of Funding Opportunity. FAS may invite comments from other USG agencies on its award recommendations, but FAS will make the final determination on which applications to accept.

Award procedure

FAS will assemble a panel committee consisting of technical reviewers and scorers to review applications for each individual Funding Opportunity or Track. This panel may include both Federal and non-Federal persons. The panel committee will review the programmatic merits of the applications based on the evaluation criteria identified in the Notice of Funding Opportunity. Following panel committee review, technical reviewer and scorers who participated on the panel committee will provide summary comments, scorers and funding recommendations on the application. The FAS Administrator will make the final selection of applications to approve for funding. The FAS Administrator will give serious consideration to recommendations from the panel committees, but may also consider the following factors in making the award selections: Agency priorities, such as achieving greater geographical dispersion, program balance, or diversity; and the agency's alignment within the whole of government approach to agricultural development and innovation, as determined by USDA.
