About this program

The Department of Agriculture Foreign Agricultural Service funds the Scientific Exchange Program (CFDA 10.620) to support international fellowship cohorts in which early- to mid-career agricultural scientists from low- and middle-income countries spend up to 12 weeks at U.S. universities conducting collaborative research with American mentors, with follow-up mentor visits to fellows' home countries; the most recent grant awards closed on October 1, 2023.

The program funds fellowship administration and mentorship coordination centered on rotating agricultural research priorities. Recent awards supported training in improved animal feeding, innovative fertilizer efficiency, and nutrient management practices among African smallholder farmers (University of Tennessee, University of Florida, Iowa State University, Mississippi State University, UC Davis, and New Mexico State University as host institutions), as well as fellows' and mentors' attendance at the 2023 World Food Prize Borlaug Dialogue focused on climate-smart agriculture. Eligible fellows must hold a minimum Master's-level degree and represent a university, government agency, or research entity in their home country. Funding covers fellow travel and subsistence, supplies and materials, reasonable host institution fees, and mentor travel for both the U.S. training phase and the follow-up country visit.

The program is exclusively funded by the Department of Agriculture Foreign Agricultural Service's Borlaug International Agricultural Science and Technology Fellowship. All seven recent awards were Cooperative Agreements. Combined federal dollars obligated across the portfolio total $1.4 million, with recent individual award amounts ranging from $46.8 thousand to $300 thousand. Awards are structured as two-year agreements with possible extensions under certain circumstances.

The 2024 Scientific Exchange Program solicitation closed March 25, 2024, and solicited proposals emphasizing women researchers' mentorship and leadership roles in food systems and evidence for women's needs in food systems as it relates to climate change. No current open solicitation appears in the source.

How to apply

Criteria for selecting proposals

Applicants will be evaluated on the extent and quality to which they demonstrate that they have the capabilities, staff, resources, and equipment to successfully perform the project. Scoring will also be based on the level of detail and how clearly the applicant's capacities to address these factors are outlined in the proposal. Specific selection criteria are identified in the corresponding Notice of Funding Opportunity, and generally include the scientific merit of the proposed activity; the anticipated impact of the activity; cost effectiveness; and quality of application.

Award procedure

USDA/FAS will convene a review panel to review eligible applications against the evaluation criteria described in the NOFO. Reviewers will ensure that the applicant is capable of delivering the programs/activities as described in the announcement based on the applicant's project narrative and assign a score and provide summary comments based on the evaluation criteria identified below. The review panel will make a recommendation list to the selecting official, who is not a member of the panel. The selecting official may select applications out of rank order in consideration of strategic program priorities, such as geographical distribution, incorporation of minority-serving institutions, or congressional directive. Selection determinations are final and cannot be appealed. Prior to selection, the agency may contact the highest-ranking applicants to seek clarification and to negotiate technical and programmatic aspects of the application. If an application includes a subaward, FAS may request to speak with all parties included in the application to ensure sufficient planning and coordination has taken place prior to making an award.
