About this program
The Department of Agriculture Foreign Agricultural Service operates the PL-480 Market Development and Technical Assistance program (CFDA 10.617) to fund overseas market development and agricultural technical assistance activities using foreign currencies repaid to the United States, with the most recent grant opportunities posted in 2020 and due September 30, 2020.
The program disburses funding exclusively in local foreign currencies through U.S. embassy disbursing officers; recipients must arrange receipt and use of these currencies, which cannot be converted to U.S. dollars prior to disbursement except where the source currency permits conversion. All U.S. agricultural commodities except tobacco are eligible for consideration. FAS enters into formal agreements with recipients outlining reporting requirements and project expiration dates; all grant records must be maintained for three years from the final financial report. Activities funded under the program are not limited to the country in which the currency originated.
Priority applicants are U.S. agricultural nonprofit trade organizations conducting market development and technical assistance designed to increase or maintain U.S. agricultural exports. However, any United States private or government entity with a demonstrated role and interest in exporting U.S. agricultural commodities may apply, including federal, state, and local government agencies; nonprofit trade associations; universities; agricultural cooperatives; state regional trade groups; and for-profit entities. Applicants must justify why the proposed activity could not be accomplished without federal funding and explain why participating organizations would be unlikely to carry out the project independently. Although cost share is encouraged, no cost share requirement exists. Applicants may submit multiple proposals without limitation on projects per participant.
Financial assistance is awarded on a competitive basis through rolling proposal review as long as funding remains available. As of the 2020 opportunities, funding was available only in Morocco, though earlier announcements (2018) made both Moroccan and Tunisian currencies available, with Tunisian currency convertible to other foreign currencies at applicant request. The source provides no recent grant awards, recent award portfolio data, or information on award magnitudes or cadence.
Objective and description
- Objective
Uses available foreign currencies repaid to the United States to provide assistance in the implementation of market development and agricultural technical assistance activities.
- Description
Through this program, FAS makes foreign currencies available to eligible applicants to provide assistance in market development and agricultural technical assistance activities. Countries in which funding is available will be announced in the NOFO. FAS disburses the local currencies to program participants through the disbursing officers at U.S. embassies. It is the responsibility of the recipient to arrange for the receipt and use of the foreign currencies made available through the program. All funding will be provided in the local currency. It is the responsibility of the recipient to arrange for the use of the funding in the local currency, as the funding cannot be converted to U.S. dollars. Activities funded with Section 108 currencies are not limited to the country in which the currency originated. Financial assistance under the Section 108 program will be made available on a competitive basis and applications will be reviewed against the evaluation criteria contained in the NOFO. All U.S. agricultural commodities, except tobacco, are eligible for consideration. Under the Section 108 program, FAS enters into agreements with eligible organizations to support certain overseas marketing and promotion activities. Applicants may receive assistance only for generic activities that benefit a U.S. agricultural commodity. Applications should include a justification for funding assistance from the program - an explanation as to what specifically could not be accomplished without Federal funding assistance and why the participating organization(s) would be unlikely to carry out the project without such assistance.
