About this program

The Department of Agriculture funds research, policy analysis, and recommendations to advance equitable integration of USDA programs for socially disadvantaged farmers, ranchers, and rural communities through the Socially Disadvantaged Farmers and Ranchers Policy Research Center (CFDA 10.464), with the most recent grant award issued September 27, 2024.

The program operates on a noncompetitive basis at the discretion of USDA. Funding is awarded to 1890 Land Grant Institutions only, as defined in 7 U.S.C. 7601, including Tuskegee University. Agreements are generally structured for one year with potential extensions authorized at USDA's discretion. Recipients must retain all federal award records for three years from the date of submission of their final financial report.

Grant awards over the past seven years total $9.2 million across ten awards, issued annually in September. The Department of Agriculture Office of Advocacy and Outreach has dominated the program, funding eight awards worth $8.8 million, with the remaining two awards worth $400 thousand obligated by the Department of Agriculture directly. All awards are structured as Project Grants. Recent awards target operation of the Policy Research Center to conduct research on the impact of agricultural policy and Farm Bill provisions on socially disadvantaged farmers and ranchers, develop policy recommendations, enhance stakeholder engagement, and improve participation in USDA programs. The three most recent awards—issued September 27, 2024; September 29, 2023; and September 29, 2022—each obligated $1.5 million and supported annual operation of the Center.

The program has not posted a new solicitation recently. The most recent publicly available opportunity (OAO-00009) was posted February 17, 2015 with a due date of April 13, 2015 and solicited establishment of the Center at an 1890 Institution. Current applicants should confirm with USDA whether the program is accepting new applications or supporting only the existing Center through renewals.
