About this program
The Department of Agriculture Rural Housing Service provides direct loans and loan guarantees through the Very Low to Moderate Income Housing Loans and Loan Guarantees program (CFDA 10.410) to assist very low-, low-, and moderate-income households in obtaining safe, sanitary housing for permanent residence in rural areas, with assistance available year-round.
This program funds direct single-family housing loans and guaranteed loans channeled through approved private lenders. Direct loans are processed by Rural Development field offices in the county where the dwelling is or will be located; guaranteed loans are originated by participating private lenders. Funds may be disbursed at loan closing, deposited in supervised bank accounts for site purchase, or advanced in phases for construction. For guaranteed loans, lender decisions are required within three days of loan package submission; direct loan processing times vary by state.
Applicant eligibility is income-based: households must have very low-, low-, or moderate incomes, must demonstrate ability to afford housing payments including principal, interest, taxes, and insurance, and must have acceptable credit history. Applications for direct loans are submitted to the Rural Development field office; applications for guaranteed loans go to a participating private lender. Applicants may reapply at any time.
Adverse decisions are subject to informal review, mediation, alternative dispute resolution, or appeal to the National Appeals Division within thirty days. The program is governed by 7 CFR Part 3550 for direct loans and 7 CFR Part 3555 for guaranteed loans. When an award is made to a natural person, 2 CFR Part 200 does not apply.
Rural Development maintains a searchable directory of state offices and approved guaranteed lenders online, and an eligibility tool for applicants to verify income qualification before applying.
