About this program
The Department of Agriculture Rural Housing Service Washington Office Rural Business Cooperative Services administers the Strengthening Processing for US Ranchers (SPUR) Guaranteed Loan Program, CFDA 10.386, which guarantees loans for the start-up or expansion of ranchers and processors in the raising, aggregation, processing, manufacturing, storing, transporting, wholesaling, or distribution of meat, poultry, or seafood. The source contains no award portfolio, no recent grant awards, and no recent grant opportunities, so it supports no award cadence, funder concentration, assistance-type mix, or open solicitation. The program is a loan guarantee, not a grant, and the source gives no dollar values. Eligible projects may be located in any rural or non-rural area of a State and must meet the requirements in 7 CFR 5001.126(d), except the rural area limitation. Borrowers must show that loan funds will remain in the United States and that the financed facility will support commercial meat, poultry, or seafood processing, or toll processing, in rural or urban communities. Applications that fail any eligibility requirement are deemed ineligible and are not evaluated further. Applications typically take 60 days to approve, and denial of program assistance is appealable. Lenders must maintain a complete loan file, including annual financial statements, correspondence, and servicing actions, open to Agency inspection. The source references 2 CFR Subpart F audit requirements and a NOFO.
