About this program

The Department of Agriculture's National Institute of Food and Agriculture (NIFA) funds evaluation research on the Army Youth Program (CFDA 10.289), supporting process evaluations, outcome evaluations, and cost-benefit analyses that inform Army decision-making on youth programming serving soldiers and families. No current grant opportunities or recent award information is present in the source material.

The program is narrow in scope: it funds rigorous evaluation of Army Youth Program activities, emphasizing evidence-based outcome assessment and cost-effectiveness analysis to support resource allocation. Funded work produces process documentation, validated outcome measures, and cost-benefit findings delivered to Army stakeholders for strategic decision-making on youth services.

The source does not specify assistance-type distribution, award cadence, or representative recent grant awards and their magnitudes. The program description states that continuation funding in future fiscal years is conditioned on satisfactory performance and fund availability, suggesting a project-based structure, but no portfolio data on award frequency, total obligated amounts, or recent disbursement dates is provided.

NIFA administers the grant program using a two-stage review process: administrative screening followed by scientific peer review. Eligible applicants include state agricultural experiment stations, cooperative extension services, colleges and universities, research and extension institutions, federal agencies, private organizations or corporations, and individuals. Applicants must satisfy all Notice of Funding Opportunity requirements by the stated deadline or risk exclusion.

Grant funds are limited to approved purposes consistent with the application, budget, federal cost principles, and USDA assistance regulations. Indirect costs are capped at 30 percent of total federal funds awarded. Recipients must maintain separate records for three years (or longer if litigation or unresolved audits are pending) and are subject to inspection during the grant period.

The source does not indicate whether a Notice of Funding Opportunity is currently open, provide a timeline for the next solicitation, or report funding volumes or recent awards. Organizations interested in this program should check NIFA's funding opportunity portal for current or forthcoming solicitations.

How to apply

Criteria for selecting proposals

NIFA will evaluate applications using the evaluation criteria described in the Notice of Funding Opportunity. In general, NIFA evaluates applications using a two-part process. First, NIFA screens each application to ensure that it meets the administrative requirements set forth in the Notice of Funding Opportunity. All administrative requirements must be met in order for the application to proceed to the next level of review. Second, a scientific peer-review process is used to technically evaluate applications that have met the administrative requirements using a review panel.

Award procedure

Within the limit of funds authorized, the NIFA awarding official will make grants to responsible and eligible applicants whose applications are judged most meritorious under the procedures set forth in the Notice of Funding Opportunity. The date specified by the NIFA awarding official as the effective date of the grant must be no later than September 30 of the federal fiscal year in which the project is approved for support and funds are appropriated for such purpose, unless otherwise permitted by law. The project need not be initiated on the grant effective date, but as soon thereafter as practical so that project goals may be attained within the funded project period.

Renewals

Continuation funding in future fiscal years is conditioned on the awardee's satisfactory performance under the grant agreement and subject to the availability of funding from the Department of the Army.
