About this program

The Department of Agriculture National Institute of Food and Agriculture (NIFA) funds the development of training and instructional materials for Department of Defense child development staff under the Early Learning Matters program, CFDA 10.286, with application deadlines determined in each Notice of Funding Opportunity.

The program supports the creation of core training components—curricula, instructional resources, and learning materials—designed to serve direct care staff, trainers, managers, and family childcare administrators and providers across the DoD child development system. Grant applications undergo merit review by a panel of qualified scientists and subject-matter experts selected to represent relevant scientific, extension, and education disciplines, as well as other specialists capable of assessing program relevance to DoD childcare operations and staff development needs.

Eligible applicants are limited to land-grant institutions—all 1862, 1890, and 1994 institutions qualify—though recipients may subcontract to non-eligible organizations when necessary to project execution. Grant recipients must maintain separate accounting records for the life of each award and retain documentation for at least three years, or longer if litigation or unresolved audit findings are pending.

The source does not provide recent grant awards, recent grant opportunities, award dollar amounts, or historical funding volumes. Applicants pursuing this program should consult the next NIFA NOFO for Early Learning Matters to identify the current application deadline, program priorities, funding ceiling, and specific evaluation criteria, as these are determined per funding cycle. Organizations not eligible to apply directly—such as nonprofit childcare providers, consulting firms, or state agencies—may explore partnership opportunities with land-grant institutions that could include them as subcontractors.
