About this program

The U.S. Department of Agriculture National Institute of Food and Agriculture (NIFA) funds research and extension projects addressing Huanglongbing (HLB) and related citrus diseases under the Emergency Citrus Disease Research and Extension Program (CFDA 10.247), with the most recent grant award issued on September 1, 2024.

The program funds integrated research and extension projects using systems-based, transdisciplinary approaches to combat HLB and develop farm-level solutions for citrus growers. Recent awards have targeted CRISPR/Cas9 gene editing to develop HLB-resistant citrus cultivars, endophytic antimicrobial compounds to control the causative bacteria, coordinated research networks to improve access to USDA discoveries, and planning projects for mollusk pest management in horticultural settings including citrus. The program emphasizes transitioning from component-focused research to deployment of research outcomes on farms and encourages collaboration among universities, state agencies, USDA-ARS, and the citrus industry.

Over the past four years, NIFA has issued six Project Grants totaling $10.9 million in federal obligations, with an average cadence of roughly 1.5 awards per year. All awards are Project Grants. A $7 million coordinated agricultural project awarded in September 2021 represents the program's largest single investment; other recent awards have ranged from $50 thousand for planning activities to $2 million for coordinated research networks. The portfolio reflects sustained activity through 2024, though the program was authorized through 2023 under the 2018 Farm Bill's $25 million annual Citrus Trust Fund.

Eligible applicants include Federal agencies, national laboratories, colleges and universities, research institutions, private organizations or corporations, State agricultural experiment stations, individuals, and consortia of two or more of these entity types. NIFA requires pre-applications and notifies intent to submit. Merit review is conducted by qualified scientists and extension specialists, with consideration for producer relevance and implementation feasibility. Recent opportunities have been published annually via NIFA's website and Grants.gov; the source does not confirm a current open solicitation as of October 2026.

Objective and description

Objective

Section 12605 of the 2018 Farm Bill (Pub. L. 115-334) also established the Citrus Trust Fund and provides $25 million, available until expended, for each of 2019 through 2023, to carry out the Emergency Citrus Disease Research and Extension (ECDRE) P

Description

NIFA requests pre-applications for the ECDRE program to address priorities identified by the Citrus Disease Sub-committee (CDS) of the National Agricultural Research, Education, Extension and Economics (NAREEE) Advisory Board through projects that integrate research and Extension activities and use systems-based, transdisciplinary approaches to provide solutions to U.S. citrus growers. The overarching goals and desired outcomes for the ECDRE program are: To combat Huanglongbing (HLB) and its disease complex in order to continue to be able to farm citrus in a financially sustainable way through collaborative approaches and knowledge; Transition from component-focused research to deploying research outcomes and conclusions on farms; and Encourage research teams to bring knowledge together to find grower solutions to combat and prevent HLB infection. The ECDRE program will address these needs through the promotion of collaboration, open communication, the exchange of information, and the development of resources that accelerate application of scientific discovery and technology to farm-level solutions for HLB. Proposals funded by the ECDRE program will provide a plan for addressing one or more of the nine priority needs (priorities listed in order of importance) to target grower needs with a focus on producer implementation.

Eligibility
