About this program
The Department of Agriculture National Institute of Food and Agriculture (NIFA) awarded a single Project Grant of $8 million to the University of Vermont on January 1, 2023, to establish an Institute of Rural Partnership (Assistance Listing 10.238), with the grant's ultimate completion date set for June 30, 2025.
This program, funded under Section 780 of the FY 2022 Consolidated Appropriations Act, is structured as a one-time, single-recipient award rather than a recurring competitive grant solicitation. The awarded funding supports the physical renovation of the Joseph L. Hills Agricultural Science Building at the University of Vermont to house the Institute for Rural Partnerships, including new electrical and mechanical systems, elevator installation, lobby renovation, and exterior improvements. Once operational, the institute is designed to support early-stage rural businesses, nonprofits, and community initiatives through collaboration with UVM faculty, graduate students, research facilities, and business startup resources, with a focus on rural entrepreneurs, small- to medium-sized farmers, and rural community reinvigoration regionally and nationally.
The portfolio reflects minimal recent activity: a single award issued in 2023 with no subsequent grants reported. The grant structure specifies a four-year performance period, though project periods including no-cost extensions may not exceed five years. Awards are paid through NIFA's Automated Standard Application for Payments (ASAP) electronic system, and grantees must comply with 2 CFR Part 200 uniform administrative requirements, maintain records for at least three years beyond award completion, and submit to audit by the cognizant federal audit agency and the USDA Office of Inspector General.
No current grant opportunities are identified in the source. Organizations seeking clarity on program activity, eligibility, or future solicitations should contact NIFA headquarters or the appropriate regional location directly.
