About this program

The Department of Agriculture Farm Service Agency administered the Spot Market Hog Pandemic Program (CFDA 10.144) to compensate hog producers who sold livestock through spot market contracts during the April 16, 2020–September 1, 2020 period when COVID-19 pandemic conditions compressed market prices, with the application deadline of April 29, 2022 now closed.

This program has expired. The application window closed on April 29, 2022, and no new grant opportunities are being posted under this Assistance Listing. The program was a time-limited relief measure funded through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) and is not accepting new applications.

The program funded direct payments to eligible hog producers based on the number of head sold through negotiated spot market sale contracts during the pandemic price-depression window, at a fixed rate of $54 per head, not to exceed 10,000 head per applicant. Eligible recipients were U.S. citizens or resident aliens, partnerships of such persons, corporations and limited liability companies solely owned by U.S. citizens or resident aliens, and Indian Tribes or Tribal organizations, subject to an average adjusted gross income cap of $900,000 unless a documented exception applied. The assistance was unrestricted in use once awarded.

Eligibility was tightly scoped to producers who held direct ownership of hogs and executed negotiated spot market sale contracts during the specified four-month window. Producers with average adjusted gross income exceeding $900,000 were generally ineligible. Recipients were required to submit documentation supporting their application to their county FSA office within 60 days of signing and to retain supporting documentation for three years after approval. Applicants could appeal FSA decisions through county and State FSA committees and the National Appeals Division under 7 CFR parts 11 and 780.

Because the application deadline has passed and the program was structured as emergency pandemic relief rather than recurring annual funding, pursuit is not viable.
