About this program
The Department of Agriculture Farm Service Agency (FSA) through CFDA 10.142 awards direct financial assistance to eligible specialty crop operations for food safety certification expenses incurred in calendar years 2022 through 2025, with the 2024 program year application period ending January 31, 2025.
This program reimburses specialty crop producers for eligible on-farm food safety compliance costs including food safety plan development and maintenance, certification and certification upload fees, microbiological testing, and training. The assistance targets the market-driven food safety certification requirements that operations face annually with limited cost-recovery opportunity. Eligibility thresholds expanded in 2024: for 2022 and 2023 program years, specialty crop operations must qualify as very small or small businesses with average annual specialty crop sales not exceeding $500,000 over the preceding three-year period; for 2024 and 2025 program years, the threshold increased to small or medium-size businesses with average annual specialty crop sales not exceeding $1,000,000. Applicants must be U.S. citizens, resident aliens, partnerships, corporations, limited liability companies, tribal entities, or other state-organized structures, with operations located in the United States, Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, or the Northern Mariana Islands. Operations must have obtained food safety certification during defined windows: 2022 (June 21–December 31, 2022), 2023 (full year), 2024 (June 26–December 31, 2024), and 2025 (full year).
FSA processes and approves applications on a rolling basis for 2022 and 2024 program years, with payments issued as approved. For 2025, FSA will issue 50 percent of calculated payments as applications are processed and approved, with the remaining amount issued after the application period ends on January 31, 2026. Payments are prorated if total calculated payments exceed available funding. The 2024 application period began July 1, 2024, and the 2025 application period begins January 1, 2025. Applicants must retain supporting documentation for three years after approval and submit FSA-requested verification documents to their county FSA office within 30 days of request.
