About this program
The USDA Farm Service Agency administers the Organic and Transitional Education and Certification Program (CFDA 10.139), which provided direct financial assistance to certified organic and transitional farming operations for eligible costs incurred in fiscal years 2020, 2021, and 2022, with application periods that closed in January 2022 and October 2022.
This program reimbursed eligible organic and transitional operations for costs related to USDA organic certification or renewal, soil testing, and educational event registration during the specified fiscal years. Funding derived from the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) and was intended to offset the economic burden of certification costs, which were compounded by COVID-19 pandemic impacts on agricultural producers. The program operated as a direct payment assistance mechanism rather than a competitive grant solicitation; applicants submitted documentation of eligible expenses incurred during the covered fiscal periods, and FSA processed applications through county offices.
Eligible applicants were certified USDA organic operations or operations in transition to organic production located in the United States, Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, or the Northern Mariana Islands. Payments were issued as lump-sum awards once applications were processed and verified; payments were prorated if total calculated reimbursements exceeded available funding. Applicants were required to retain supporting documentation for three years after approval and submit verification upon FSA request. The program allowed unrestricted use of awarded funds for the eligible expense categories.
The application windows for fiscal years 2020 and 2021 ran from November 8, 2021, through January 7, 2022. The fiscal year 2022 application period opened May 16, 2022, and closed October 31, 2022. Both application periods have now closed; no current grant opportunities are open under this Assistance Listing. Recipients could appeal FSA decisions through county and state FSA committees and the National Appeals Division under 7 CFR parts 11 and 780.

- Description
OTECP provides direct financial assistance to certified organic and transitional operations that incurred costs related to USDA organic certification or renewal, soil testing, or educational event registration in fiscal years 2020, 2021, and 2022. These operations incur significant costs to obtain or renew organic certification each year, and the economic challenges due to the COVID-19 pandemic have made obtaining and renewing organic certification financially challenging for many operations. Payments will be made using funds under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act; Public Law 116-136), which provided funding to respond to coronavirus by providing support for agricultural producers impacted by coronavirus, including producers of specialty crops, producers that supply local food systems, including farmers markets, restaurants, and schools, and livestock producers.
